The Ministry of Science and Technology is an agency of the Government performing the function of state management of science, technology and innovation, including: scientific research, technological development and innovation; development of scientific and technological potentials; Intellectual Property; quality measurement standards; atomic energy, radiation and nuclear safety; State management of public services in the fields under its management according to the provisions of law.

Thus, the Ministry of Science and Technology has the following functions:

- Carrying out activities scientific research, technological development and innovation;

- Developing scientific and technological potentials;

- Working in fiends of Intellectual Property; quality measurement standards; atomic energy, radiation and nuclear safety;

- State management of public services in the field under the management of the Ministry according to the provisions of law.

The National Committee for Standards, Metrology, and Quality is allowed to use the national emblem stamp.

Thus, compared to Decree 95/2017/ND-CP, which stipulates 29 units of the Ministry of Science and Technology, Decree 28/2023/NĐ-CP stipulates the organizational structure of the Ministry of Science and Technology with 22 units. Specifically:

What are the tasks of the Ministry of Science and Technology in Vietnam in terms of innovation, science and technology market development, science and technology enterprises?

Pursuant to Clause 9 Article 2 of the Decree 28/2023/NĐ-CP stipulating tasks of the Ministry of Science and Technology in Vietnam in terms of innovation, science and technology market development, science and technology enterprise as follows:

- Unified management of innovation activities; formulating, guiding, inspecting and organizing the implementation of mechanisms and policies to encourage and develop innovation and start-up activities and mobilize investment resources for innovation and start-ups creative.

- Manage, guide and organize the implementation of innovation activities, develop the national innovation ecosystem, start-ups; create and promote a legal environment that supports innovation and creative start-ups.

- Manage and develop a system of organizations to support innovative start-ups; build, operate and develop the national innovative start-up network.

- Manage, guide and organize the development of the science and technology market; promoting science and technology markets at regional, national and international scales, technology trading centers, technology trading floors.

- Develop, guide and organize the implementation of mechanisms and policies to encourage and develop incubation activities, activities to support science and technology enterprises, innovative start-ups, and business establishment. science and technology;

Implement programs to support the development of incubators and support businesses, develop science and technology enterprises.

- Guide the establishment of incubators, technical bases, joint working zones on innovation, creative start-ups, market development and science and technology enterprises; support to improve technology capacity for small and medium enterprises in accordance with the law.
