Fire and accident scouting of the Public Security of Vietnam

Pursuant to Article 7 of the Circular 140/2020/TT-BCA stipulating fire and accident scouting of the Public Security of Vietnam as follows:

- When arriving at the place of a fire, incident or accident, if the evolution of the fire, incident or accident is not complicated, the commander can directly observe to decide on measures, tactics, appropriate fire fighting and rescue techniques.

In case of finding that a fire, incident or accident has complicated developments, the commander must establish a reconnaissance team with at least 03 officers and soldiers to organize reconnaissance of the fire, incident, accident. When it is necessary to conduct reconnaissance in many directions and different areas, the commander needs to establish many reconnaissance groups to grasp the situation.

In case of necessity, the commander may ask someone knowledgeable about the situation of the area where the fire, incident or accident occurs to help the reconnaissance team perform its task.

- Mission of the scout:

+ Fire reconnaissance: Determine whether or not people are injured in the fire; the number, location and condition of the victims; measures and ability to save victims; dangerous factors from the fire that may threaten the life and health of the victims as well as the forces involved in fire fighting and rescue; the main combustible substances, the risk of fire spread and the possibility of fire development; locations and areas where forces and means should be deployed to save people, property, and prevent fire spread; the facility's ability to use existing fire fighting facilities and water sources that can be used for fire fighting; traces and evidences related to the fire (if any) to serve the determination of the cause of the fire;

+ Reconnaissance of incidents and accidents: To clearly identify the number, location and condition of the victims, vehicles and properties that are threatened by dangerous factors; the way in and out of the place where the incident or accident occurs; dangerous factors that may threaten the life and health of the victim as well as the rescue force; suitable locations for arranging rescue vehicles and equipment; measures to rescue, rescue and ensure safety in the course of performing tasks; traces and evidences related to the incident or accident (if any) in service of determining the cause of the incident or accident.

- Based on the situation and evolution of the fire, incidents, accidents and existing forces and means of fire fighting and rescue and rescue, the commander can simultaneously decide on the organization of reconnaissance and deploying forces and means to save people, property, control and extinguish fires.

- The organization of fire, incident and accident reconnaissance must be carried out regularly and continuously from the time of arrival at the place of fire, incident or accident until the end of the fire fighting and rescue and rescue mission. .

Officers and soldiers performing the task of scouting fires, incidents and accidents are responsible for mastering and fully implementing the contents of fire, incident and accident reconnaissance specified in Clause 2 of this Article. ; must bring personal protective equipment and specialized means and equipment; promptly implement emergency measures to save lives, save property, control and extinguish fire spots if conditions permit; report the results of the task performance during the reconnaissance process to the commander.

Deployment of fire fighting and rescue and rescue of the police sector

In Article 8 of Circular 140/2020/TT-BCA, there are regulations on fire surveillance and incidents and accidents of the police sector, as follows:

- Deploy fire fighting and rescue and rescue at fires:

+ When the situation and evolution of the fire is firmly grasped, the commander must quickly deploy forces and means to the identified locations to rescue the victims (if any), control and extinguish the fire. on fire;

+ The arrangement and deployment of forces and means of fire fighting and rescue must ensure: Bringing into full play the capabilities and effects of the means; focus quickly on the main attack direction and other necessary places; have high maneuverability so as not to be surrounded by flames and not affect the operation of fire-fighting and rescue vehicles;

+ Based on the actual situation and evolution of the fire, the commander shall decide to apply fire fighting measures, tactics and techniques, save the victims, save the property, and dismantle the structure for the fire fighting. Fit.

- Deploy rescue and rescue at the place of incident or accident:

+ In case of concurrently organizing reconnaissance and deploying forces and means to save people and property, the commander must quickly deploy formations, arrange appropriate means and equipment for rescue. into the specified location; decide on methods and measures to quickly bring victims and vehicles out of danger;

+ Based on the situation and developments of the incident or accident, the commander shall decide the application of appropriate methods, measures, tactics and techniques of rescue. In case there are many victims but it is not possible to bring them all out of danger at the same time, the commander must base on the health status, age, gender of each victim, characteristics of the incident scene. , accident, condition and operability of rescue and rescue vehicles and equipment to decide the order of priority for the person being rescued.

- Officers and soldiers performing fire fighting and rescue and rescue tasks are responsible for deploying fire fighting and rescue vehicles and tools into positions according to orders and tactical intentions of people. command; take measures to save people, property, prevent fire from spreading, control and extinguish fires; absolutely comply with safety measures during the performance of tasks.
