Provisions on the VIP Protection regime for senior officials of the Communist Party of Vietnam
Article 11 of the Law on VIP Protection in 2017 stipulates the measures and VIP Protection regimes for senior officials of the Communist Party of Vietnam, the Socialist Republic of Vietnam, and the Central Committee of the Vietnam Fatherland Front as follows:
1. For the General Secretary of the Central Committee of the Communist Party of Vietnam, the President of the Socialist Republic of Vietnam, the Chairman of the National Assembly, and the Prime Minister, the following measures and VIP Protection regimes shall be applied:
a) Close protection;
b) Regular patrolling and guarding at the workplace and residence;
c) Checking the security and safety of personal belongings, items, and means of transportation for explosives, flammable substances, biological toxins, chemical toxins, radioactive substances, and other dangerous substances; inspecting food and water before use;
d) When traveling by car, a police escort car will be provided; when traveling by train, a private compartment will be provided; when traveling by plane, a dedicated cabin or private plane will be used; when traveling by boat, a private boat with escort and security vehicles will be provided, and a force will be sent ahead to gather information and survey to build and implement a security plan;
dd) Other professional measures as prescribed by the Law on National Security and the Police Law.
2. For the former General Secretary of the Central Committee of the Communist Party of Vietnam, the former President of the Socialist Republic of Vietnam, the former Chairman of the National Assembly, and the former Prime Minister, the following measures and VIP Protection regimes shall be applied:
a) Close protection;
b) Regular guarding at the residence.
3. For the members of the Politburo of the Central Committee of the Communist Party of Vietnam, the following measures and VIP Protection regimes shall be applied:
a) Close protection;
b) Regular patrolling and guarding at the workplace and residence;
c) When traveling domestically by car, a police escort car may be provided in necessary cases;
d) Other professional measures as prescribed by the Law on National Security and the Police Law.
4. For the Central Committee Members of the Communist Party of Vietnam, the Chairman of the Central Committee of the Vietnam Fatherland Front, the Vice President of the Socialist Republic of Vietnam, the Vice Chairman of the National Assembly, and the Vice Prime Minister, the following measures and VIP Protection regimes shall be applied:
a) Close protection;
b) When traveling domestically by car, a police escort car may be provided in necessary cases;
c) Other professional measures as prescribed by the Law on National Security and the Police Law.
d) In case of complex political security, social order, and safety, the forces and means of protection for the protected object shall be strengthened.

VIP Protection regimes for foreign guests visiting and working in Vietnam
According to Article 12 of the Law on VIP Protection in 2017, the measures and VIP Protection regimes for foreign guests visiting and working in Vietnam are as follows:
1. For the heads of state, legislative bodies, and governments of other countries when visiting and working in Vietnam, the measures and VIP Protection regimes prescribed in Clause 1 of Article 11 of this Law shall be applied and they shall be provided with escort vehicles according to the diplomatic protocol of the State.
2. For the deputies of the heads of state, legislative bodies, and governments of other countries when visiting and working in Vietnam, the measures and VIP Protection regimes prescribed at points a and c of Clause 4 of Article 11 of this Law shall be applied and when traveling by car, a police escort car shall be provided for official activities.
3. For guests of the General Secretary of the Central Committee of the Communist Party of Vietnam, the President of the Socialist Republic of Vietnam, the Chairman of the National Assembly, the Prime Minister, or other guests at the request of the Minister of Foreign Affairs that do not fall under the subjects specified in Clauses 1 and 2 of this Article when visiting and working in Vietnam, the measures and VIP Protection regimes prescribed at point a of Clause 1 of Article 11 of this Law shall be applied based on foreign policy requirements and international practice, the request of the guest side, and the actual situation.
