What are procedures for the questioning session at the plenary session of the National Assembly in Vietnam?
Clause 1, Article 19 of the Internal Rules of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the order of the questioning session at the plenary session of the National Assembly as follows:
2. The order of the questioning session is as follows:
a) The President of the National Assembly or the Vice President of the National Assembly assigned to preside over the questioning session announces the groups of issues that the members of the National Assembly are requested to focus on questioning.
b) The members of the National Assembly register to question through the electronic system.
c) The President of the National Assembly or the Vice President of the National Assembly assigned to preside over the questioning session invites each member of the National Assembly to question in order of registration; invites the person being questioned to answer the questions of the member of the National Assembly on issues within their responsibility.
d) Based on the content and actual situation, the President of the National Assembly or the Vice President of the National Assembly assigned to preside over the questioning session invites the members of the National Assembly who have registered to speak to debate the content of the answer of the person being questioned; when there are many members of the National Assembly registered to debate on the same issue being questioned, the member of the National Assembly who raised the question about that issue is prioritized to debate first.
dd) The President of the National Assembly or the Vice President of the National Assembly assigned to preside over the questioning session has the right to request the member of the National Assembly to stop questioning or debating if the member of the National Assembly questions, debates too long or questions, debates incorrectly; requests the person being questioned to stop answering questions when answering incorrectly or too long.
e) The President of the National Assembly or the Vice President of the National Assembly assigned to preside over the questioning session makes a closing speech at the end of the questioning session.

What is the time for each member of the National Assembly in Vietnam to raise questions during a questioning?
Clause 2 and Clause 3, Article 19, Internal Rules of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulate the time limit for questioning by members of the National Assembly as follows:
3. Each time a member of the National Assembly questions, they must not exceed 1 minute. The person being questioned must answer the question within 3 minutes for each question. If necessary, the President of the National Assembly or the Vice President of the National Assembly assigned to preside over the session decides to extend the time limit for questioning and answering questions.
4. Members of the National Assembly have the right to debate with the person being questioned to clarify the issue being questioned; they are not allowed to use the right to debate to ask questions or debate with the member of the National Assembly who questioned before; the time limit for each debate is not more than 2 minutes.

Clause 1, Article 20, Internal Rules of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the voting on draft laws, draft resolutions, and report presentations voted on at the plenary session of the National Assembly as follows:
1. Draft laws, draft resolutions, report presentations, and amendments to draft laws, draft resolutions submitted to the National Assembly for approval and proposed a number of issues with different opinions that need to be voted on before voting on the entire text of the draft law, draft resolution must be sent to the members of the National Assembly for study at least 24 hours before the voting session.
The Standing Committee of the National Assembly considers and decides on the issues with different opinions that need to be submitted to the National Assembly for voting before voting on the entire text of the draft law, draft resolution based on the proposal of the lead reviewing agency.
