What are regulations on principles of assignment and working relationship between the Minister, the Chairman and the Deputy Ministers and Deputy Directors of ethnic affairs in Vietnam?

Article 1 of Decision 903/QD-UBDT in 2022 stipulates principles of assignment and working relationship between the Minister, the Chairman and the Deputy Ministers and Deputy Directors of ethnic affairs as follows:

1. The Minister, the Chairman is a member of the Government, responsible to the National Assembly, the Government and the Prime Minister for the state management of ethnic minority affairs and other tasks assigned by the Government. The Minister, the Chairman shall lead, direct and administer all aspects of the Committee's activities; directly direct the large, important and strategic tasks within the functions, tasks and powers as prescribed by law.

The Minister, the Chairman shall assign the Deputy Ministers and Vice-Chairmen; assist the Minister, the Chairman to directly direct, manage, administer and regularly handle the work in the assigned fields, units and areas.

The Minister, the Chairman may authorize the Deputy Ministers and Vice-Chairmen to handle the work in the field of work that the Minister, the Chairman is in charge of and directs.

2. Deputy Ministers and Vice-Presidents shall perform tasks as assigned or authorized by the Minister, the President, and take responsibility before the law and the Minister and the President for tasks, fields, units and localities. desks are assigned to monitor, direct and ensure the progress and quality of work. The Deputy Ministers and Vice-Chairmen must regularly report to the Minister, the Chairman on the policy and the performance of assigned tasks; promptly report and seek opinions from the Minister, the Chairman on important, complicated or sensitive issues before handling and deciding.

Within the scope of their assigned powers and tasks, the Deputy Ministers and Vice-Chairmen take the initiative to solve the work, if there are problems related to the fields under the charge of other Deputy Ministers and Vice-Chairmen, they shall actively coordinate to solve the problem. handle; In case the Deputy Ministers and Vice-Chairmen have different opinions, the Deputy Minister and Vice-Chairman shall be assigned to assume the prime responsibility for handling the work and report it to the Minister, the Chairman for consideration and decision.

3. Deputy Ministers and Deputy Directors have the responsibilities and powers within their assigned domains as follows:

- Help the Minister, the Chairman to direct, guide, inspect and urge departments and units under the Committee for Ethnic Minorities to develop plans, mechanisms, policies, legal documents and routine work. related to the assigned field.

- Coordinating ministries, branches, localities, relevant agencies and organizations in implementing guidelines and policies on ethnic minority affairs in their assigned fields; regularly monitor and handle issues under its authority; promptly remove difficulties and obstacles; report to the Minister, the Chairman for consideration of arising issues beyond his/her jurisdiction.

- Proposing to the Minister, the Chairman guidelines and solutions to increase the effectiveness and efficiency of the state management of ethnic affairs in the fields of work assigned to him.

- Deputy Ministers and Vice-Chairmen may sign documents in their assigned fields and tasks to direct and settle according to their competence and documents under the competence of the Minister or Chairman when authorized by the Minister or Chairman. 

- In addition to the assigned fields, the Deputy Ministers and Vice-Chairmen are assigned by the Minister, the Chairman to assist the Minister and the Chairman in monitoring, urging and inspecting the performance of tasks of the units and localities under their management. the scope of responsibility of the Minister, the Chairman and to exchange, learn and grasp the general situation of other areas of the Committee. In case of necessity, the Minister, the Chairman may assign the Deputy Minister, the Deputy Chairman to handle specific tasks outside the assigned field.

4. In the absence of the Minister or Chairman, he or she shall authorize a Deputy Minister or Deputy Chairman to act on behalf of the Minister and Chairman to direct and administer the general activities of the Committee according to the working program and at the request of only the Minister and the Chairman, the direction of the Minister, the Chairman. The authorized person shall report the results of the settlement of his affairs and decisions to the Minister, the Chairman after the authorized time has expired.

5. In case it is deemed necessary or when the Deputy Minister or Vice-President in charge of the field is absent, the Minister or the President shall directly direct the handling or assign another Deputy Minister or Vice-Chairman to handle the work afterwards and inform the Deputy Minister in charge of the field.

6. Ministers, Chairpersons, Deputy Ministers, Vice-Chairmen participate in the membership of Steering Committees, Councils, and inter-sectoral coordination organizations of the Central Government according to their respective fields or at the request of competent authorities.

7. When dealing with issues and contents related to any ministry or branch, the Minister, Chairperson, Deputy Minister, and Vice-Chairman in charge of the field shall actively exchange and cooperate in working with that ministry or branch.

8. Ministers, Chairpersons and Deputy Ministers and Deputy Directors are assigned to direct and monitor the work in localities according to the following principles: Minister, Chairman directs and monitors cities directly under the Central Government. and some provinces; 01 Deputy Minister, Vice-Chairman in charge of the Department of Local Ethnic Affairs; the Deputy Ministers and Vice-Chairmen direct and monitor the provinces and cities according to their respective regions and areas; During the term, it is possible to change the assignment of direction and monitoring of work in localities.

9. Based on the actual situation, the Minister and the Chairperson shall consider adjusting and supplementing the assignment of tasks of the Minister, the Chairman, and the Deputy Ministers and Deputy Directors in this Decision to ensure the implementation of their duties. 

What are duties of Minister, Chairman Hau A Lenh on ethnic affairs in Vietnam?

In Clause 1, Article 2 of Decision 903/QD-UBDT in 2022, duties of Minister, Chairman Hau A Lenh on ethnic affairs are as follows:

a) Being the head of the Committee for Ethnic Minorities, leading, directing and comprehensively administering all aspects of the work of the Committee for Ethnic Minorities according to the functions and tasks assigned by the Government; The work falls under the authority and responsibility of the Ministries and Ministers as prescribed in the Law on Government Organization, the Government's Working Regulations and other relevant documents.

b) Directly direct the following areas of work:

- Strategy, planning, planning, finance, budget; capital construction investment.

- Organization and staff work; Internal political protection.

- Ethnic Policy.

- National target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period.

- Citizen reception; anti-corruption and thrift practice and anti-waste.

- Chairman of the Emulation - Commendation Committee of the Ethnic Minority Committee.

- Coordinating work with agencies of the National Assembly in receiving and responding to proposals of voters and National Assembly deputies.

c) Directly direct the following units: Department of Organization and Personnel, Department of Planning and Finance, Department of Ethnic Policy, Coordination Office of National Target Program for Socio-Economic Development in ethnic minority areas and mountainous areas in the period of 2021-2030.

d) Coordinate and direct ethnic minority affairs in the provinces and cities directly under the Central Government: Hanoi, Ho Chi Minh City, Can Tho city, Quang Ninh province, Nghe An province.

e) Being the first account holder of the Commission.

f) Perform other tasks assigned by the Government or the Prime Minister.

What are duties of Deputy Minister, Vice Chairman Nong Quoc Tuan on ethnic affairs in Vietnam?

In Clause 2, Article 2 of Decision 903/QD-UBDT in 2022, duties of Deputy Minister, Vice Chairman Nong Quoc Tuan on ethnic affairs are as follows:

a) To perform the duties of the Secretary of the Party Committee of the agency in accordance with the Party's regulations.

b) Assist the Secretary of the Party Personnel Committee in directing the implementation of a number of tasks of the Party Personnel Committee.

c) Assist the Minister, the Chairman in directing the following fields and tasks:

- On behalf of the Minister, the Chairman administers and handles the work under the responsibility of the Minister, the Chairman in his absence.

- Advise the Minister, the Head of the process, order and procedures on cadre work under the authority of the Party Personnel Committee before submitting to the Party Personnel Committee for consideration and decision.

- Sign documents to exchange cadre work with ministries, departments, branches and localities after consulting with the Party Personnel Committee, the Committee's leadership team or the Minister, the Chairman.

- Directing the activities of the Office of the Committee, the Office of the Party Personnel Committee.

- Information technology, e-Government building, digital transformation.

- Administrative reform.

- Implement the Regulation on democracy at grassroots level.

- Acting as Chairman of the Salary Council.

d) In charge of the following units: Office of the Committee (Including the Representative Office in Ho Chi Minh City), Office of the Party Personnel Committee, Digital Transformation Center.

e) Directing and monitoring ethnic affairs in the provinces: Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Long An, Ba Ria - Vung Tau.

f) Direct the implementation of coordination regulations signed with agencies, organizations, ministries and branches under their charge.

g) Perform other tasks as assigned by the Minister, the Chairman.
