What are principles and requirements for administrative work in Vietnam Communist Party organizations and agencies in Vietnam?
Based on Article 3 of Decision 693-QD/VPTW in 2021, the principles and requirements for administrative work are as follows:
1. Principles:
a) Administrative work must be carried out in accordance with the provisions of the law and the Party.
b) All activities of party organizations and agencies must be documented; documents of party organizations and agencies must be tightly managed and protected as state secrets according to the provisions of the law.
2. Requirements:
a) Documents of party organizations and agencies must be drafted in the correct order, procedures, issued in the appropriate category, authority, form, and presented technically according to the current regulations of the Party.
b) All outgoing and incoming documents of party organizations and agencies must be centrally managed at the office's document management center for the purposes of reception, registration, issuance, and transfer (except for documents carried out under separate regulations).
c) The reception, registration, issuance, and transfer of outgoing and incoming documents must meet the following requirements: timely and accurate monitoring and urging of document resolution; strict management to prevent loss or misplacement of documents; full and timely retrieval of documents with retrieval requirements.
d) The management and use of seals and secret key storage devices of party organizations and agencies must be tightly controlled and in compliance with regulations.
dd) Units and individuals assigned to monitor and handle tasks are responsible for creating work files that meet the required professional standards and submitting records and documents for storage in the agency's archives fully and within the specified time limits.

What are responsibilities of Vietnam Communist Party organizations, agencies, and individuals for administrative work in Vietnam?
Based on Article 4 of Decision 693-QD/VPTW in 2021, the responsibilities of party organizations, agencies, and individuals for administrative work are as follows:
1. The head of the party organization or agency within their delegated authority is responsible for directing the proper implementation of regulations regarding administrative work; directing the application of science and technology to administrative work; and ensuring the budget for administrative work activities as prescribed.
2. The chief of the office or the person assigned to be in charge of office work (referred to as the chief of the office) is responsible for assisting the head of the party organization or agency in implementing, guiding, and inspecting the implementation of administrative work in the organization or agency.
3. The head of a unit within the organization or agency is responsible to the head of the party organization or agency for the entire administrative work of the unit and directly oversees, supervises, and inspects the administrative work of the unit.
4. Individuals involved in monitoring and handling tasks related to administrative work must comply with these regulations and other relevant regulations of the Party and the State.
5. The unit (center, department, division, etc.) or individuals responsible for information technology tasks in the organization or agency are responsible for ensuring the technical, safety, and information security aspects for updating, receiving, processing, issuing, using, managing, and storing documents on the internal computer network and the wide-area information network of the Party.
