Pursuant to Clause 1 Article 5 of the Circular 03/2023/TT-BYT (effective from 05/04/2023) stipulating positions in the structure of public employees by professional titles at the district health center in Vietnam as follows:

Employment positions, norms of the number of public employees, structure of public employees according to professional titles of health centers of districts, urban districts, towns, provincial cities and central-affiliated cities

1. Employment position, structure of professional titles and number of people working in faculties and departments at medical centers of districts, urban districts, towns, provincial cities, central-affiliated cities (hereinafter referred to as the District Health Center)

a) The employment position of the district health center shall comply with the provisions of Appendix III issued together with this Circular.

b) Norm of the number of people working for the district health center

- For district health centers with inpatient beds, the number of people working includes:

+ The number of people working in specialized medical examination and treatment departments and in the sub-clinical, pharmacy, nutrition and infection control departments of the district health center shall apply the norms as shown in Table 1.

+ The number of people working in specialized faculties in the field of food safety and prevention and population is calculated as follows:

- For district health centers without inpatient beds, the number of people working includes:

+ The number of people working in specialized faculties in the field of food safety and prevention, and population applying the norms according to Table 5;

+ The number of people working at the polyclinic (at the center or in the area) is calculated according to the number of visits to medical examination and health examination: 01 person works for 4,000 to 6,000 visits/year.

+ The number of people working in functional and service support departments is equal to 50% of the total number of people working in specialized faculties.

c) Structure of public employees by professional title at the district health center

* Adjustment factor:

- For mountainous and highland district health centers: The number of working people is increased by a factor of 1.3.

- For the Medical Center of the Seas and Islands: The number of people working is increased by a factor of 1.5.

Thus, the group of public employees by professional title at the district health center includes:

- Group of professional titles in medical and related fields:

+ Doctors, doctors of preventive medicine: rate 20-30%

+ Other medical professional titles: rate 40-42%

+ Groups of other relevant professional and professional titles (social work, engineer, environmental monitoring and other expertise): rate 3-5%

- Group of professional and professional titles shared: rate 10-15%

- Support and service groups (including labor contracts): 5-10%

What is the minimum numbers of people working in the district health center determined by the numbers of hospital beds in Vietnam?

The minimum number of people working in a medical examination and treatment establishment shall be determined according to the hospital beds approved by the competent authority, adjusted according to the average bed capacity of the last 3 years; in establishments in the field of preventive medicine and assessment establishments are determined according to the population size, adjusted according to the nature, professional characteristics, workload of each facility and geographical and economic characteristics. economic, social of each locality; in testing and inspection establishments are determined and adjusted according to the average number of samples tested per year; in Emergency Center 115 is determined according to the center's ambulance quota.

Therefore, the minimum number of people working in the district health center is determined by the hospital bed approved by the competent authority, adjusted according to the average bed capacity of the last 3 years.
