What are objects and standards for applying the policy of attracting and creating cadre sources from excellent students and young scientists in Vietnam?

Pursuant to Article 2 of the Decree 140/2017/NĐ-CP stipulating objects and standards for applying the policy of attracting and creating cadre sources from excellent students and young scientists in Vietnam as follows:

1. Graduates of excellent universities at domestic or foreign higher education institutions recognized as equivalent in degrees and certificates as prescribed by law with excellent academic and training results in their undergraduate years, within the age group specified in Article 1 of the Youth Law by the time of application submission and meet one of the following criteria:

a) Winning three or more individual prizes in one of the provincial competitions to select excellent students, consolation prizes or more in national competitions for excellent students, or Certificates of merit or higher in international competitions to select excellent students in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (language arts, foreign languages, history, geography) in high school.

b) Winning three or more individual prizes at national or international science and technology competitions during their studies at the high school or university level;

c) Winning three or more individual prizes at the Olympiad in one of the subjects of mathematics, physics, chemistry, mechanics, informatics or other majors during the university studies recognized by the Ministry of Education and Training.

2. Persons with a master's degree, a level-I specialist, a resident doctor, or a grade-I specialist pharmacist in medicine or pharmacology within the age group specified in Article 1 of the Youth Law by the time of application and fully satisfy the following criteria:

a) Satisfy the standards specified at Point a or Point b or Point c, Clause 1 of this Article;

b) Graduated from university with good grade or higher and majored in postgraduate training in the same discipline as at university level.

3. Persons with a doctorate degree, a level II specialist doctor, a grade II specialist pharmacist in medicine or pharmacology within the age group specified in Article 23 of the Government's Decree No. 40/2014/ND-CP dated May 12, 2014 on the use and recruitment of individuals in scientific and technological activities up to the time of application submission and fully satisfy the criteria specified at Points a and b of this Article.

What are principles for implementing the policy of attracting and creating cadre sources from excellent students and young scientists in Vietnam?

Pursuant to Article 3 of the Decree 140/2017/NĐ-CP stipulating principles for implementing the policy of attracting and creating cadre sources from excellent students and young scientists in Vietnam as follows:

1. Ensure consistency and synchronization between stages of discovery, selection, training, retraining, planning, use and remuneration.

2. Ensure compliance with the provisions of law, publicity, transparency, objectivity and competition.

3. Prioritize allocation of unused state payroll numbers to attract excellent graduates and young scientists to work but must be suitable for training occupations and employment positions of agencies, organizations and units.

How to detect excellent students and young scientists to implement the policy of attracting and creating cadre resources in Vietnam?

Pursuant to Article 4 of the Decree 140/2017/NĐ-CP stipulating detection of excellent students to implement the policy of attracting and creating cadre resources in Vietnam as follows:

1. Annually, higher education institutions shall detect and make a list of students who meet the criteria specified in Clause 1, Article 2 of this Decree and send them to the Ministry of Education and Training. The Ministry of Education and Training compiles a list and sends it to the Ministry of Home Affairs for consideration and application of the policy.

2. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs in monitoring, detecting and compiling a list of Vietnamese students who have graduated with excellent grades from overseas higher education institutions that meet the criteria specified in Clause 1, Article 2 of this Decree, and sending it to the Ministry of Home Affairs for consideration and inclusion in the policy application.

Pursuant to Article 5 of the Decree 140/2017/NĐ-CP stipulating detection of young scientists to implement the policy of attracting and creating cadre resources in Vietnam as follows:

1. Every year, the agencies, organizations and units specified in Article 1 and higher education institutions shall detect, synthesize and make a list of young scientists who meet the criteria specified in Clauses 2 and 3, Article 2 of this Decree and send them to the Ministry of Home Affairs for consideration and application of the policy.

2. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs in monitoring, detecting and making a list of young Vietnamese scientists at overseas higher education institutions that meet the criteria specified in Clauses 2 and 3, Article 2 of this Decree and send them to the Ministry of Home Affairs for consideration and inclusion in the policy application.
