According to the National standard TCVN/QS 1822:2021 for the uniform of the People's Self-Defense Forces, issued together with Circular 94/2021/TT-BQP, the uniform of the People's Self-Defense Forces - Part 37: Underwear is stipulated as follows:
1 Scope of application
TCVN/QS 1822-36:2021 specifies the technical requirements and testing methods forthe underwear of the People's Self-Defense Forces.
2 General provisions
The measuring and testing instruments for the technical specifications of the underwear of the People's Self-Defense Forces are specified in Appendix A.1, Table A.
3 Technical requirements
3.1 General requirements
3.1.1 Appearance requirements
- The underwear of the People's Self-Defense Forces is designed with split legs. The front body has a wide 2mm border in the middle and 3 diagonal sky blue stripes on the side seams. The back body on the right side has an external pocket, with the pocket mouth sewn on the outside with adhesive and a pointed pocket bottom. The waistband is sewn with a 3cm wide elastic band, and there is a reinforced drawstring in the middle with a diameter of 4mm. The front body of the waistband has 2 openings for the drawstring.
- Color: the underwear of the People's Self-Defense Forces is navy blue.
3.1.2 Material requirements
- The fabric for making the underwear of the People's Self-Defense Forces is 65/35 Poplin Pevi, dark navy blue, and it meets the specified technical requirements in Appendix B.32.
- The fabric for making borders and stripes is Kate fabric, and it meets the specified technical requirements in Appendix B.4.
- The thread used for sewing is Peco 60/3 of the same color as the main material, and it meets the specified technical requirements in Appendix B.6.
- The elastic band: 3cm wide silk elastic band, with a maximum elongation of 19cm over a length of 10cm.
- Adhesive: 2cm wide adhesive.
3.2 Technical indicators
3.2.1 Basic dimensions
The underwear of the People's Self-Defense Forces comes in 2 sizes: Size 4 and Size 5. The basic dimensions of regular military underwear are specified in Appendix C.34.
3.2.2 Cutting requirements
- The cut pieces of the product must have straight and parallel edges.
- The cut pieces include the body, stripes, external pocket, and borders.
- No pieces of the product should be cut unevenly.
3.2.3 Sewing requirements
- Use size 14 needles for sewing, and the stitches must be even without skipping stitches, loose threads, fabric wrinkles, or loose seams. The stitch density should be 5-6 stitches per centimeter. The beginning and end of each stitch should be reinforced with 3 stitches, each measuring 1cm and overlapping each other, and excess thread should be cut off.
- Sewing 1cm from the edge: Straight stitches, vertical stitches, border stitches, side stitches, and double stitches for the pocket mouth.
- Sewing double stitches and zigzag stitches for border stitches.
- Sewing 0.1cm from the edge: Around the pocket, pocket mouth, stripe details, and borders.
- The elastic band should be sewn with a 3cm wide waistband, with the drawstring threaded through the middle. Two rows of stitching, each 1cm wide, should be sewn on both sides of the waistband.
- Sewing 2.5cm from the edge: Sewing the pocket mouth.
- The elastic should be evenly distributed after sewing.
- The adhesive should be sewn in the middle of the pocket mouth.
3.2.4 Requirements for excess and lack of material
- Excess material should be evenly distributed, with no loose threads, loose stitches, or loose seams. The stitch density should be 14 stitches per centimeter, and there should be no skipped stitches.
- The opening for threading the elastic should be made with a specialized machine, and it should be even and without loose threads or loose stitches.
- The width of the opening for threading the drawstring should be 1.2cm.
3.2.5 Ironing requirements
The underwear of the People's Self-Defense Forces should be ironed after production on an ironing table with a suitable temperature for the material.
4 Testing methods
4.1 Sampling rate
Testing should be conducted on a random sample of 5% to 10% of the total quantity of products in each batch.
4.2 General requirements for testing
4.2.1 Appearance testing
Visual inspection should be conducted to ensure that the products meet the requirements specified in 3.1.1.
4.2.2 Material testing
The materials used in production must have clear origins and be tested before being used. The type and quality of the raw materials should be checked through certificates of conformity, quality inspection reports, or other relevant documents. The test results must meet the requirements specified in 3.1.2.
4.3 Testing of technical indicators
The testing of technical indicators for the underwear of the People's Self-Defense Forces should be conducted using the measuring instruments specified in Appendix A.1, Table A. The test results must meet the requirements specified in 3.2.
5 General handling
After production, the underwear of the People's Self-Defense Forces must be tested and meet the requirements specified in this Standard. In case the test results do not meet the requirements, the same number of samples should be retested from the same batch. If the retest still does not meet the requirements, the products should not be used.
6 Labeling, packaging, transportation, and storage
6.1 Labeling
- The product should be labeled with woven labels that include the following information: Name of the manufacturing unit, year of production, and size label.
- Label placement: The label should be folded in half, with the size label placed in the center on the back waistband, 10cm away from the back seam.
6.2 Packaging
- The products should be folded along the center seam, with the two front panels pressed together. For the first 25 pieces, they should be folded and tied in a cross shape. For every 50 pieces, they should be bundled together and tied in a cross shape. The quantity per package should be 200 pieces.
- The underwear of the People's Self-Defense Forces should be wrapped in Crap paper and then placed in the specified PP bag as outlined in Appendix D.
6.3 Transportation
The products should be transported using common means of transportation and should be carefully covered to protect them from rain and sunlight.
6.4 Storage
The products should be stored in a dry place, protected from rain and sunlight. They should not be stored together with chemicals, gasoline, or oil.
