Pursuant to Clause 1, Article 25 of the Regulation on control of administrative procedures of Vietnam Social Insurance issued with Decision 88/QD-BHXH in 2022, regulations on general tasks of key officers are as follows:

- Proactively advise the Head of the unit on directing and administering administrative procedure control activities and reforming administrative procedures at the unit; Coordinate with relevant units and individuals to organize and implement administrative procedures control tasks according to regulations.

- Guide organizations and individuals in the unit to perform administrative procedure control tasks; Be the key point for receiving feedback and recommendations from individuals and organizations; Advise unit leaders on handling feedback and recommendations.

- Monitor and urge departments and officials in the unit to perform the task of controlling administrative procedures to ensure on schedule and quality.

- Implement the synthesis and reporting of contents related to administrative procedure reform activities, administrative procedure control and the work of receiving and processing feedback and recommendations, according to regulations.

- Research and synthesize proposals, initiatives and solutions to promote administrative procedure reform and control of administrative procedures.

Specific tasks of key officers in Vietnam

In addition, Clause 2 of Article 25 of the Regulation on control of administrative procedures of Vietnam Social Insurance issued with Decision 88/QD-BHXH in 2022, also stipulates specific tasks of key officers as follows:

- At Vietnam Social Insurance:

+ The key officer of the Vietnam Social Insurance Office is responsible for advising and helping the General Director of Vietnam Social Insurance organize and implement the following contents: Develop an Administrative Procedures Control Plan; Plan to review and evaluate administrative procedures; Carry out administrative procedures control operations according to regulations; Receive, transfer and process feedback and recommendations from individuals and organizations to resolution units, publicize resolution results; Inspect the control of administrative procedures and compile reports related to the control of administrative procedures; Guide, urge and implement administrative procedure control work.

+ key point officers at affiliated units: take the lead in advising and assisting the Head of the unit in coordinating with the Vietnam Social Insurance Office to carry out the work of controlling administrative procedures, specifically: make plans to review and evaluate Conduct annual administrative procedures, review and evaluate the impact of administrative procedures; Advise on resolving and handling feedback and recommendations according to regulations.

+ key point officer at the Communications Center: takes the lead in advising and assisting the Center Director in carrying out communication work on contents related to administrative procedure control and administrative procedure reform; coordinate in exchanging and processing information on the Information System, receiving and processing feedback and recommendations.

+ key point officer at the Information Technology Center: takes the lead in advising and assisting the Director of the Information Technology Center in posting and updating Decisions announcing administrative procedures, public services of the Social Insurance Industry and other contents. relevant content; Ensuring technical connection, exchange, and processing of information on the Information System, receiving and processing feedback and recommendations; Advise on handling feedback and recommendations related to the responsibilities of the Information Technology Center.

- At the provincial social insurance:

The key officer is responsible for advising and assisting the Director of the Provincial Social Insurance in formulating and organizing the implementation of plans: Controlling administrative procedures, reviewing and evaluating administrative procedures, plans and reports related to control work. Administrative procedures, handling feedback and recommendations; Control the implementation of the process of receiving documents and returning results of resolving administrative procedures according to regulations. Synthesize and propose plans to simplify administrative procedures of relevant units in reviewing administrative procedures, propose amendments, supplements, replacements, and propose abolition of administrative procedures to conduct research, propose administrative procedure reform initiatives (if any) and coordinate communication work on administrative procedure control.

- At the district social insurance:

The key officer is responsible for advising and assisting the Director of District Social Security in implementing plans issued by the Provincial Social Security: organizing, reviewing, evaluating administrative procedures and implementing plans and reports related to administrative procedures; is the key point for receiving feedback and recommendations on the information system for receiving and processing feedback and recommendations of the National Public Service Portal, advising on the handling of feedback and recommendations; Control the implementation of the process of receiving documents and returning results of resolving administrative procedures at the district social insurance according to regulations. Propose amendments, supplements, replacements, and abolition of administrative procedures; Propose initiatives to reform administrative procedures (if any) and support communication work on administrative procedure control.
