Functions

The Central Propaganda Department is the advisory and assisting agency of the Vietnam Communist Party Central Committee, directly and regularly the Politburo and the Secretariat in the Vietnam Communist Party building work in terms of politics, ideology and morality; on the Vietnam Communist Party's guidelines and lines in the following fields: Propaganda, political theory, protection of the Party's ideological foundation, Party history, press, publication, culture, art, and foreign information , science, technology, environment, education, training, vocational training, health, physical training, sports, population, family, children... (hereinafter referred to as the field of propaganda) ; at the same time, is a professional agency for propaganda work of the Party.

Accordingly, the Central Propaganda Department has the following functions:

+ Advise and assist the Vietnam Communist Party Central Committee, directly and regularly the Politburo and the Secretariat in the Vietnam Communist Party building work on politics, ideology and morality.

+ Propaganda, political theory, protection of the Vietnam Communist Party's ideological foundation, Vietnam Communist Party history, press, publication, culture, art, foreign information, science, technology, environment, and education, training, vocational training, health, fitness, sports, population, family, children

+ Being a professional agency for propaganda work of the Vietnam Communist Party.

What are regulations on the research and advisory tasks of the Central Propaganda Department in Vietnam?

Pursuant to Clause 1 Article 2 of the Decision 88/QĐ-TW in 2022 stipulating the research and advisory tasks of the Central Propaganda Department in Vietnam as follows:

Duties and powers

1. Research and advice

a) Assume the prime responsibility for, study and advise on the Party's guidelines, lines, tasks and solutions in the field of propaganda and propaganda; participate in the preparation of the draft resolution of the Vietnam Communist Party Congress.

b) Assume the prime responsibility for, and cooperate with, to assist the Party Central Committee, the Politburo and the Secretariat in formulating resolutions, directives and conclusions; concretize the Vietnam Communist Party's Platform, resolutions, directives and conclusions; research, develop political theory, summarize practice, research projects in the field of propaganda. To consult with state agencies in the institutionalization and implementation of the Vietnam Communist Party's resolutions, directives and conclusions in the field of propaganda.

c) Study the ideological situation in the Vietnam Communist Party and society, propose directions, tasks, contents and solutions to build and correct the Vietnam Communist Party and the political system in terms of politics, ideology and morality.

d) Advise on propaganda, education, studying and following Ho Chi Minh's thought, morality and style; propaganda and education to raise awareness about learning and research on the meaning of the role, importance, and necessity of studying, researching, creatively applying and developing Marxism-Leninism and Ho's thought Chi Minh.

dd) Take charge and cooperate in researching and analyzing conspiracies, tricks, and false and hostile views and ideas against the Vietnam Communist Party, State and regime; promptly propose countermeasures, measures and direct the struggle to protect the ideological foundation of the Party, refute false and hostile views; struggle with manifestations of degradation in political thought, morality, lifestyle, and internal "self-evolution" and "self-transformation" expressions. Assume the prime responsibility for, and coordinate in, unifying the content of fighting against false and hostile arguments in the fields of political theory, ideology - culture, and literature - art.

Therefore, in the research and consulting work, the Central Propaganda Department needs to preside over, study and advise on the Vietnam Communist Party's guidelines, lines, tasks and solutions in the field of propaganda; participate in the preparation of the draft resolution of the Vietnam Communist Party Congress.

What are tasks of the Central Propaganda Department in Vietnam regarding the work of guiding, inspecting and supervising?

Pursuant to Clause 2 Article 2 of the Decision 88/QĐ-TW in 2022 stipulating tasks of the Central Propaganda Department in Vietnam regarding the work of guiding, inspecting and supervising as follows:

2. Guiding, inspecting and supervising

a) Cooperate with the Central Inspection Committee to advise and assist the Politburo and the Secretariat in formulating programs and plans for inspection and supervision in the field of propaganda.

b) Assume the prime responsibility for, and coordinate with, in guiding, inspecting and supervising the organization of learning, and thoroughly grasping the Party's resolutions, directives, conclusions, decisions and regulations; the organization and implementation of propaganda work for the provincial Party Committees, city committees, party committees, party cadres, party unions and party committees directly under the central government.

c) Direct and orient politically and ideologically in the political theory training program; assume the prime responsibility for, and coordinate with relevant agencies in, appraising the content of elementary, intermediate and advanced political theory training programs, and inspecting and supervising the implementation.

d) Direct, guide, inspect and supervise the content of training and fostering political theory for cadres, party members and the masses outside the subjects of the political school system (Central and provincial Party Committees); examining politics and ideology in teaching political theory, social sciences - humanities in the national education system.

d) Direct, guide, inspect and supervise political and ideological activities in the activities of press, publishing, cultural and artistic agencies, information and propaganda agencies, and other agencies. literary and artistic associations, journalists' associations, publishing associations, and unions of scientific and technical associations at the central and local levels. To assume the prime responsibility for, coordinate with, or direct, guide the propaganda and propaganda department of the provincial or municipal Party Committee (when necessary) to examine political views, ideas, scientific research works, literary and artistic works, press, publishing, etc; ideological orientation, guidance, inspection and supervision of propaganda content and professional training for reporters, propagandists, and the system of social opinion collaborators from central to grassroots levels.

e) Direct the system of press agencies, publishing, culture, art, science and the contingent of reporters and propagandists from the central to local levels to propagate Marxism-Leninism, study and follow Ho Chi Minh's ideology, morality and style.

g) Direct, coordinate and guide the celebration of major holidays and important historical events of the Party and the country; international holidays; 100 years, over 100 years of birth, comrades, former key leaders of the Party and State, and typical senior leaders; anniversaries of round and even years of provinces, cities, departments, ministries, branches and mass organizations directly under the Central Government.

h) Assume the prime responsibility for, and coordinate with the Ho Chi Minh National Academy of Politics, the Party Personnel Committee of the Ministry of Education and Training and relevant agencies in ideological orientation, propaganda and education on Party history, national history; periodically report on performance.

i) Organize the compilation, coordinate the release of internal documents in service of learning Dang's resolutions, directives, conclusions, decisions and regulations and materials on disseminating knowledge about political theory education, etc.

Thus, the Central Propaganda Department needs to perform the above tasks when performing the work of guidance, inspection and supervision.
