Pursuant to Article 2 of the Regulation 202-QĐ/TW in 2019 stipulating functions of district level committees, standing committees and permanent committees in Vietnam as follows:

1. The district-level Party Committee is the leading body between the two congresses of the district-level party committee; has the function of leading the implementation of the resolutions of the Party congresses at their respective levels, the guidelines, resolutions, directives, regulations, decisions, conclusions of the superiors and the policies and laws of the State; propose and propose to the provincial Party Committee issues related to the leadership of the provincial Party Committee to the locality.

2. The district-level standing committee is the leading agency between two meetings of the district-level party committee; has the function of leading, directing, inspecting and supervising the implementation of resolutions of the party congress; resolutions, directives, regulations, decisions and conclusions of the party committees of their respective levels and superiors; decide on policies on organization and cadre work according to their competence; decide to convene and prepare the contents of the committee meetings; to propose and propose to the Party committees at their own and provincial levels on issues related to the leadership and direction of the locality; coordinate with relevant agencies and organizations in performing assigned political tasks.

3. Permanent committees of district level (including secretaries and deputy secretaries) direct and inspect the implementation of resolutions, directives, regulations, decisions, conclusions and regulations of standing committees and committees their respective levels and superiors; handle the daily work of the party committee according to the working regulations; prepare the contents and decide to convene meetings of the standing committee.

Pursuant to Article 3 of the Regulation 202-QĐ/TW in 2019 stipulating responsibilities of the district level committees, standing committees and permanent committees in Vietnam as follows:

1. District-level Party Committees are answerable to provincial-level Party Committees, Standing Committees and Standing Committees; Party committees and local people about the local situation in all aspects and their decisions.

2. Standing committees of district-level Party Committees are answerable to their own-level Party Committees; Party committees, standing committees, standing committees at provincial level; Party committees and local people on the performance of their assigned tasks and decisions. To report to their respective committees on the results of work settlement between the two committee meetings; promptly report and propose to the standing committee of the provincial Party Committee and the Party Committee of their own level on sensitive, complicated and unexpected issues that arise beyond their competence.

3. Permanent committee of the district-level Party Committee is responsible to the Party committee, the standing committee of the Party committee at the same level and the immediate superior, to the Party committee and people in the locality for the performance of assigned tasks; report to the standing committee at the level of the committee at his/her level on the results of work settlement between two meetings of the standing committee, matters authorized by the standing committee and sensitive, complicated and unexpected issues arising beyond its authority in the most recent meeting.

What are duties and powers of district level committees in Vietnam?

Pursuant to Article 4 of the Regulation 202-QĐ/TW in 2019 stipulating duties and powers of district level committees in Vietnam as follows:

1. Lead and direct the mastery and concretization of guidelines and measures to organize the implementation of resolutions of the Party congresses at their respective levels. Decide on the working program, inspection and supervision program for the whole course and annually; working regulations of committees, standing committees of committees and inspection committees of their respective levels.

2. Lead, direct, deploy and organize preliminary and final reviews of the implementation of resolutions of the Party committees at their respective levels; guidelines, resolutions, directives, regulations, decisions and conclusions of superiors. Identify key tasks, breakthroughs, key programs, schemes and projects. Organize the pilot implementation of new guidelines and models under the direction of superiors.

3. Orient or decide according to its competence issues of Party building, political system building and personnel organization, inspection, supervision and party discipline in accordance with the Party's Charter:

a) Lead political and ideological work, studying political theory, summarizing practice; protect the ideological foundation of the Party, fight and refute false, hostile, distorted and fabricated information and views.

b) Strictly lead in implementing the Party's organizational principles, especially the principle of democratic centralism; regulations on the responsibilities of setting an example of cadres and party members, first of all leading cadres, managers and heads of all levels.

c) Lead the renewal and consolidation of the political system's organizational structure; decide on the establishment, merger, separation, dissolution, consolidation of party organizations, agencies and subordinate units according to their competence and according to the regulations and instructions of their superiors.

d) Based on the directives, regulations and instructions of the superiors, lead and direct the preparation and conduct of congresses of grassroots organizations under the Party; prepare contents and decide to convene district-level party congresses and mid-term meetings (if any); approve the draft documents to be submitted to the congress; prepare and introduce personnel to be elected to the committee, standing committee, inspection committee, head of the inspection committee and key leadership positions in the new term.

dd) Directly and comprehensively lead the cadre work and manage the contingent of cadres in accordance with the principles, contents, processes, procedures and authority. Pursuant to regulations and instructions of superiors, discuss and decide on the number of standing committee members and inspection committee members; elect the standing committee, secretary, deputy secretary, inspection committee, chairperson of the committee's inspection committee. Submit to the Standing Committee of the Provincial Party Committee the nomination of candidates for the positions of Secretary, Deputy Secretary, President of the People's Council, and President of the People's Committee at their level. Consider and introduce personnel to request additional members of the standing committee at the district level. Introduce candidates for the position of President of the People's Council and President of the People's Committee for election by the People's Council; give opinions on the personnel of the Vice President of the People's Council,

e) Carry out self-criticism and criticism, question and collect votes of confidence for leading and managerial positions in accordance with regulations. Give comments on the results of the annual review, self-criticism and criticism of the standing committee. Leaders in building, consolidating and improving the quality of party organizations and cadres and party members; protection of internal politics, especially current political issues.

g) Lead the inspection, supervision and discipline of the Party; organize the performance of inspection and supervision tasks for party organizations and party members. Decide or recommend commendation or discipline; settle complaints and denunciations about party organizations, party members, and party membership issues according to the Party's Charter and regulations of the Central Committee.

4. Lead local governments in performing state management functions, tasks and powers in accordance with law. Orienting important issues for the People's Council to decide. Determine the main goals, directions, tasks and solutions in the medium and long-term socio-economic development plans; periodically review and give opinions on the socio-economic development situation and orientation of the next tasks. Give opinions on construction planning, urban planning, rural planning, planning and land use plan of the locality according to the general planning of the province and the Central Government. Lead in carrying out processes and procedures for establishment, dissolution, merger, division and adjustment of boundaries of administrative units according to the guidelines of superiors and regulations of law. Discuss policies and measures to implement and organize the implementation of major and important issues, sensitive in socio-economic, budgetary, internal affairs, national defense, security and foreign affairs; important local programs and projects.

5. Lead and direct the renovation of mass mobilization, ethnic minority and religious work; take care of the people's lives and promote the people's right to mastery; build a solidarity block of the whole people; consensus in society. Lead and create conditions for the Vietnam Fatherland Front and socio-political organizations to promote their role of social supervision and criticism, participate in contributing ideas to building the Party and building a clean and stable government according to the regulations of the Politburo.

6. Decide according to its competence issues related to the financial and property management of the Party committee; consider and give opinions on the annual and end-of-term party financial work.

7. Consider and give opinions on the work that the standing committee has settled between the two meetings of the committee; decide on important issues submitted by the standing committees at all levels.

8. Perform other duties as directed by superiors.
