Pursuant to Article 5 of Circular 93/2024/TT-BQP stipulating forms of emulation:
Article 5. Forms of Emulation
Implement in accordance with Article 16 of the Law on Emulation and Commendation and the following regulations:
- Regular Emulation
Based on the functions and tasks assigned to individuals and collectives to organize and promote good daily, monthly, quarterly, and annual work of Militia and Self-Defense Force agencies, organizations, and units.
The organization of regular emulation movements must clearly identify the requirements, goals, content, and specific targets. At the end of the working year, the commanders of agencies, organizations, and militia units summarize and evaluate emulation titles.
- Specialized Emulation
This form of emulation aims to effectively carry out key tasks or a focused area such as combat readiness, combat, combat service, crime prevention and control, dealing with natural disasters, incidents, epidemics, fires, explosions, search, rescue, and relief over a specific period to strive to complete the key, urgent tasks of the Militia and Self-Defense Force agencies, organizations, and units.
According to the above regulations, the Militia and Self-Defense Force in Vietnam has two forms of emulation as follows:
- Regular Emulation: Based on the functions and tasks assigned to individuals and collectives to organize and promote good daily, monthly, quarterly, and annual work of Militia and Self-Defense Force agencies, organizations, and units.
- Specialized Emulation: This form of emulation aims to effectively carry out key tasks or a focused area.

What is the scope of organizing emulation for the Militia and Self-Defense Force in Vietnam?
Pursuant to Article 7 of Circular 93/2024/TT-BQP stipulating the scope of emulation organization:
Article 7. Scope of Emulation Organization
- The scope of emulation organization for the Militia and Self-Defense Force is within the Winning Emulation movement of the Vietnam People's Army, linked with the patriotic emulation movements of ministries, central sectors, localities, and nationwide.
- The emulation movement in the Militia and Self-Defense Force is organized nationwide or within each agency, organization, unit, or locality. The regular annual emulation is initiated by local military agencies at all levels, agencies, and units under the Ministry of Defense with militia forces, and the Military Command Boards of ministries, central sectors implement from central to grassroots levels.
In accordance with the above regulations, the scope of emulation organization for the Militia and Self-Defense Force is within the Winning Emulation movement of the Vietnam People's Army, linked with the patriotic emulation movements of ministries, central sectors, localities, and nationwide.
What are the duties of the Militia and Self-Defense Force in Vietnam?
Pursuant to Article 5 of the Law on Militia 2019 stipulating the duties of militia:
- Be ready for combat, engage in combat, and serve in combat to protect localities, bases, agencies, and organizations.
- Coordinate with units of the People's Army, People's Public Security, and other forces within the area to protect national sovereignty, border, sea, island, and airspace security of Vietnam; participate in building national defense and security, ensure social order and safety, and fight against crime and legal violations as stipulated by law.
- Carry out military training, political, legal education, competitions, and exercises.
- Participate in implementing measures related to information warfare and cyber warfare as stipulated by law and authoritative decisions.
- Prevent and resolve consequences of disasters, incidents, epidemics, fires, explosions, conduct search and rescue; forest and environment protection and other civil defense duties as stipulated by law.
- Propagate and mobilize the people to implement the viewpoints and policies of the Communist Party and the laws of the State regarding national defense and security; participate in building a strong and comprehensive locality and base and implement social policies.
- Perform other duties as prescribed by law.
