In Clause 3, Article 2, Decision 903/QD-UBDT of 2022 stipulates duties of Vice Minister and Vice Chairman Le Son Hai on ethnic affairs as follows:

a) Assist the Minister and Chairman in directing the following fields and tasks:

- Assist the Minister and Chairman in urging processes, procedures and documents related to the Committee's plans, finances and annual budget before reporting to the Minister, Chairman and the Leadership team. Direct the Committee to submit to competent authorities for consideration and decision.

- Assist the Minister and Chairman with the order, procedures, and capital construction investment documents under the tasks of the Construction Investment Project Management Board;

- General work.

- Legal work.

- Propaganda and dissemination of legal education in ethnic minority areas.

- Science, technology and environment.

- Foster national knowledge; Pre-university, university and post-graduate training.

- Acts as Chairman of the Scientific Council of the Nationalities Committee.

b) Directly in charge of units: Legal Department, General Department, Academy of Ethnic Minorities, Construction Investment Project Management Board, Ethnic Guest House.

c) Direct and monitor ethnic work in the provinces: Dong Thap, Vinh Long, Tra Vinh, An Giang, Kien Giang, Hau Giang, Soc Trang, Bac Lieu, Ca Mau, Ninh Thuan, Binh Thuan.

d) Direct the implementation of coordination regulations signed with agencies, organizations, ministries and branches within the scope of responsibility.

e) Perform other tasks as assigned by the Minister and Chairman.

- Inspection and testing work; Resolve complaints and denunciations.

- International cooperation; human rights work.

- Serves as Commander of the Military Command of the Nationalities Committee.

b) Directly in charge of units: Inspectorate of the Committee for Ethnic Minorities, Department of International Cooperation.

c) Direct and monitor ethnic work in the provinces: Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong.

d) Direct the implementation of coordination regulations signed with agencies, organizations, ministries and branches within the scope of responsibility.

e) Perform other tasks as assigned by the Minister and Chairman.

In Clause 5, Article 2, Decision 903/QD-UBDT of 2022 stipulates duties of Vice Minister and Vice Chairman Y Vinh Tor on ethnic affairs as follows:

a) Help the Minister monitor and direct the following fields and tasks:

- Information and propaganda work of the Committee for Ethnic Minorities.

- State management of determining the names and composition of Vietnamese ethnic groups.

- State management of conservation and development for very small ethnic minorities.

- State management of gender equality, family, women and children in ethnic minority areas.

- Coordinate with relevant agencies in preventing and fighting illegal religious activities in ethnic minority areas.

- Coordinate work with central agencies of the Union.

- Act as Head of the Committee for the Advancement of Women of the Committee.

b) Directly in charge of units: Propaganda Department, Ethnic Minority Department, Local Ethnic Affairs Department, Ethnicity and Development Newspaper, Ethnic Magazine.

c) Direct and monitor ethnic work in the provinces: Lai Chau, Dien Bien, Son La, Hoa Binh, Lao Cai, Phu Tho, Vinh Phuc, Ha Giang, Tuyen Quang, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Yen Bai, Bac Giang, Ninh Binh, Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue.

d) Direct the implementation of coordination regulations signed with agencies, organizations, ministries and branches within the scope of responsibility.

e) Perform other tasks as assigned by the Minister and Chairman.
