1. Public patrol and control include:

a) Patrol and control combat maneuvers;

b) Control at points, checkpoints in areas, areas, targets, patrol and control routes.

a) To serve the fight against crime and other illegal acts upon request;

b) When there are complicated developments in security and order.

2. The Mobile Police Commander and the Provincial-level Public Security Director shall decide on public patrol and control combined with disguises.

3. The implementation of public patrol and control in combination with disguises must have a plan and plan for patrol and control approved by the Mobile Police Commander, the Director of the provincial-level Public Security.

When patrolling and controlling, they must arrange disguised officers (in plain clothes) to grasp the situation and promptly detect, fight and prevent violations of the law on security and order within the area, target, route, assigned area. Pursuant to Article 13 of the Circular 54/2022/TT-BCA (effective from 01/01/2023) stipulating developing and approving plans for patrol and control of the Mobile Police in Vietnam as follows:

1. Develop and approve patrol and control plans

a) Units under the Mobile Police Command from the battalion level or higher that patrol and control are responsible for formulating plans for patrolling, controlling and protecting targets; plans to patrol and control independently or in collaboration with police units and localities in patrolling and controlling areas, areas, targets and complex routes in terms of security and order under the direction of people. authorized or as necessary.

b) The Mobile Police Unit of the provincial-level police department that conducts patrol and control activities is responsible for formulating a plan for regular patrol and control; plans and plans for patrolling and controlling by thematic or during peak periods.

c) The plan for patrol and control includes the following basic contents: Purpose, requirements; time, scope; tasks, measures and methods of implementation; direction, assignment of tasks and coordination among forces; guaranteed conditions.

d) The Minister of Public Security shall approve the patrol and control plan developed by the Mobile Police Command in case of necessity when the area, area, target or route is complicated in terms of security and order or when there is an important political event related to the scope of management of many units and localities;

dd) The Mobile Police Commander decides and approves the patrol and control plan developed by the affiliated units. For the plan of coordination in patrolling and control at the request of the Police, units and localities in the areas, areas, targets and battalion-level levels of the Regiment, Union, and the assigned training center. responsibilities must be developed by the Regiment, Union, and Training Center levels and reported to the Mobile Police Commander for decision and approval;

e) The director of the provincial police department shall decide and approve the patrol and control plan developed by the Protection Police Division, the Mobile Police Regiment, and the Mobile Police Division of the Provincial Public Security;

g) The head of the immediate superior shall approve the plan for patrolling and controlling the construction by the lower level.

2. Development and approval of patrol and control plans shall comply with regulations of the Minister of Public Security.

3. The management and use of patrol and control plans and plans shall comply with the provisions of law and the Ministry of Public Security.
