Pursuant to Article 6 of Regulation 202-QD/TW of 2019 stipulating duties and powers of standing committees at district level as follows:

1. Assist the Standing Committee in directing the preparation and implementation of the working regulations and the full-term working program of the Party Committee; formulatie and organize the implementation of the monthly, quarterly, 6-monthly and whole-year working program of the standing committee, the annual program of inspection and supervision of the Party Committee; decide to convene a meeting of the standing committee; Direct and inspect the preparation of contents to be submitted to the Standing Committee meeting for decision.

2. Direct and coordinate activities between party and state agencies, the Vietnam Fatherland Front and local socio-political organizations in organizing the implementation of resolutions, directives and regulations of party committees, standing committees of their own level and superiors.

3. Direct the handling of daily work of the Party Committee; Unexpected issues arising between two sessions of the Standing Committee; Unscheduled work arises under the direction of superiors and according to the working regulations of the Party Committee. Report the resolution results to the standing committee at the nearest meeting.

4. Carry out tasks authorized by the standing committee and specified in the working regulations of the district-level party committee, standing committee, and standing party committee. Report implementation results to the standing committee at the nearest meeting.

Within the scope of authorization, the directive opinions of the standing committee of the Party Committee are as effective as the decisions of the standing committee.

When handling tasks authorized by the standing committee, the standing committee must discuss collectively and make decisions based on the consensus of the members. In case there is no consensus, different opinions must be clearly reported for the standing committee to consider and decide.

What is working relationship of the district-level standing committee with the People's Council, People's Committee, Vietnam Fatherland Front and district-level socio-political organizations?

According to Article 9 of Regulation 202-QD/TW of 2019 regulating working relationship of the district-level standing committee with the People's Council, People's Committee, Vietnam Fatherland Front and district-level socio-political organizations as follows:

1. With the People's Council and People's Committee

The Party Committee, which is directly and regularly the Standing Committee, leads the organization and operation of the People's Council and the People's Committee through the Party members who are permanent members of the People's Council and delegates, party members are members of the People's Committee; to ensure the People's Council and the People's Committee to perform their functions and tasks in accordance with the provisions of law, to improve the effectiveness and efficiency of their operations.

The People's Council and People's Committee rely on the Party's guidelines and policies, the State's policies and laws, resolutions, directives, and guiding documents of the Party Committee and the Party Committee's Standing Committee and the actual situation of the locality to concretize, organize implementation, inspect and supervise implementation. Annually, the standing or standing committee of the Party Committee works with the Fatherland Front and socio-political organizations at district level to hear the results of implementation and orientation of the organizations' activities.

The Vietnam Fatherland Front and socio-political organizations shall, based on resolutions, directives and directing documents of the Party committees, standing committees of the Party committees, and guidance of superiors, develop and organize the implementation of programs and plans of your organization. Advise and propose to the committees and standing committees of the Party committees on issues related to the political functions and tasks of their organizations.

In Article 10 of Regulation 202-QD/TW of 2019 stipulating working relationship of the district-level standing committee with party committees, affiliated party organizations and specialized advisory and assisting agencies as follows:

1. The district-level Party Committee, which is directly and regularly the standing committee, shall lead and comprehensively direct the work of all levels of party committees, affiliated party organizations and specialized agencies to advise, help. Regularly inspect, supervise and urge the implementation of political tasks, promptly remove difficulties and obstacles, create conditions for Party committees, affiliated party organizations and specialized agencies to advise, helps promote initiative, creativity, and successfully complete assigned functions and tasks.

2. Party committees at all levels, affiliated party organizations and specialized agencies to advise and assist district-level Party Committees are responsible to district-level committees, standing committees and standing committees on carrying out assigned tasks and their decisions.
