5. Regarding propaganda and dissemination of laws, development of digital skills for the development of e-Government, digital government and digital transformation in state agencies:

a) Organize activities to provide information, propagate, disseminate and replicate effective practices and models of information technology application, development of e-government, digital government and transformation. number;

b) Organize training activities, raise awareness, capacity and digital skills on information technology application, development of e-Government, digital government, smart city, digital transformation for officials. ministries, civil servants and public employees; coordinate in organizing training activities for cadres, civil servants and public employees on e-Government, Digital Government, and digital transformation implemented mainly on mass open online learning platforms (MOOCs);

6. Participate in proposing, formulating, and guiding the implementation of standards, regulations and technical indicators on quality, economic-technical norms for the development of e-Government, digital government, and National Digital Transformation.

7. Carry out scientific research activities in service of information technology application, development of e-Government, digital government and national digital transformation; research and identify current legal barriers to new technologies and platforms.

8. Organize statistics, collect, synthesize data, analyze and forecast information technology application, development of e-Government, digital government, digital transformation; prepare general and statistical reports at the request of competent authorities.

9. Implement international cooperation in the field of information technology application, development of e-Government, digital government, national digital transformation as decentralized by the Minister and regulations and regulations on cooperation international in the field of information and communication; provide data for the assessment and periodic ranking of the development level of Vietnam's e-Government and digital government.

10. Financial management, organizational apparatus, civil servants, public employees and employees, assets, records and documents of the National Digital Transformation Department in accordance with law and as assigned by the Minister.
