Pursuant to the provisions of Clause 9, Article 2 of Decree 48/2022/ND-CP, duties and powers of the Ministry of Information and Communications regarding electronic information are as follows:

9. About electronic information

a) Manage electronic game services, information content, and information-providing applications on the network in accordance with law;

b) Develop information and propaganda at grassroots level within the functions and tasks of the ministry and guide the implementation;

c) Guiding the construction and operation of grassroots information systems and district-level radio and television broadcasting;

d) Organize the provision of information, manage information content of the grassroots information system and district-level radio and television broadcasting nationwide.

Pursuant to the provisions of Clause 11 Article 2 of Decree 48/2022/ND-CP, duties and powers of the Ministry of Information and Communications regarding postal services are as follows:

11. About the postage

a) Guide, organize and inspect the implementation of mechanisms, policies, strategies, master plans, plans, projects, schemes and programs on postal services; organize the inspection of the list, support mechanism and provision of public postal services in accordance with law;

b) To regulate and manage the rates and quality of public postal services, dedicated postal services, postal services serving Party and State agencies and other postal services as prescribed by law;

c) Manage postage stamps and ensure safety in postal activities according to their competence;

d) Manage national postal codes and Vietnamese postage stamp codes;

dd) Issuing, amending, supplementing and withdrawing postal permits; issue, amend and supplement the written certification of the notice of postal activities;

e) To prescribe according to its competence and guide the operation of the public postal network and the postal network serving Party and State agencies;

g) Coordinate management of competition and settle disputes in the postal sector, protect the legitimate interests of postal service users in accordance with law.

What are duties and powers of the Ministry of Information and Communications on telecommunications in Vietnam?

Pursuant to the provisions of Clause 12, Article 2 of Decree 48/2022/ND-CP, duties and powers of the Ministry of Information and Communications on telecommunications are as follows:

12. About telecommunications

a) Guide, direct and organize the implementation of master plans, plans, programs, mechanisms and policies on development of telecommunications, Internet, digital infrastructure (broadband telecommunications infrastructure, cloud computing infrastructure; Internet of Things connection infrastructure); telecommunications market management; promulgate and prescribe the list, scope, subjects and charges of public-utility telecommunications services and mechanisms and levels of support for enterprises to invest in telecommunications infrastructure, digital infrastructure, and provide telecommunications services as prescribed by law; organize the implementation of programs on provision of public-utility telecommunications services and public-utility telecommunications tasks assigned by the State;

b) To assume the prime responsibility for formulating and organizing the implementation of regulations on competition in the field of telecommunications, telecommunications applications and the Internet; protect the interests of users of telecommunications services, telecommunications applications and the Internet in accordance with the law;

c) Granting, extending, amending, supplementing, temporarily suspending, suspending and withdrawing telecommunications licenses according to the provisions of law;

d) Promulgate and organize the implementation of the planning and regulations on management and use of telecommunications number warehouses and domain names and Internet addresses; allocating and withdrawing telecommunications number storages and Internet domain names and addresses; formulate and submit to competent authorities for promulgation and organize the implementation of regulations on auction and transfer of the right to use telecommunications number storages and Internet domain names, detailed regulations on auction of telecommunications number storages and natural resources. Internet and the list of telecommunications number warehouses and Internet resources to be auctioned;

dd) Promulgate mechanisms, policies, regulations and organize the implementation of tariff management and promotion in the field of telecommunications and Internet according to the provisions of law; control and suspend the application of telecommunications charges when telecommunications enterprises impose or devalue telecommunications charges, causing instability in the telecommunications market, causing damage to the legitimate rights and interests of service users, other telecommunications enterprises and the State. Directing and guiding the implementation of reporting, accounting and auditing regimes in service of the management of telecommunications and Internet charges;

e) Issue and organize the implementation of regulations on management of connection of telecommunications networks;

g) To prescribe according to its competence and guide the operation of private telecommunications networks serving Party and State agencies;

h) Guiding the formulation and implementation of plans and plans for telecommunications network development and digital infrastructure development; direct, guide and inspect the sharing and common use of telecommunications and digital infrastructure;

i) Take the lead in ensuring safety of infrastructure, coordinate with the Ministry of Public Security in ensuring information security in telecommunications activities in accordance with law;

k) Telecommunications and Internet quality management; building, managing and operating testing and calibration laboratories specialized in telecommunications and Internet in accordance with law;

l) Setting up, managing, operating and exploiting the telecommunications data collection and management system and the mobile network switching system keeping the subscriber numbers unchanged;

m) Establish, manage, operate and safely exploit the system of national domain name servers and national Internet transfer stations.
