What are duties and powers of the Ministry of Information and Communications of Vietnam regarding publishing?

Pursuant to Clause 6, Article 2 of the Decree 48/2022/ND-CP stipulating duties and powers of the Ministry of Information and Communications of Vietnam regarding publication (including publishing, printing and distribution) as follows:

a) Guide, direct and organize the implementation of the network of publishing, printing and publishing establishments according to the master plan on development of the network of press, radio, television and electronic information establishments, publishing establishments approved by the Prime Minister;

b) Grant, extend, amend, supplement, temporarily suspend, suspend and withdraw licenses in the field of publishing, printing and distribution according to the provisions of law;

c) Confirm and manage publishing registration of publishers, registration of printing establishments, registration of printing activities for non-licensed products, registration of publication of publications, registration of electronic publishing activities, electronic publication distribution according to the provisions of law;

d) Organize the appraisal of publications according to the provisions of law; organize the inspection of deposited publications and manage the deposit of publications; organize the ordering and delivery of publications to areas with extremely difficult socio-economic conditions, deep-lying, remote, mountainous, border and island areas; organize national publication fairs and manage the publication of publications abroad according to the provisions of law;

dd) Decide to suspend, withdraw, confiscate, ban circulation and destroy publications in violation of the law;

e) Grant, extend and revoke editing practice certificates in accordance with law;

g) Manage publishing support activities in accordance with the law;

h) Give opinions on the appointment, dismissal or dismissal of the general director (director), editor-in-chief of the publishing house.

What are duties and powers of the Ministry of Information and Communications of Vietnam regarding external information?

Pursuant to Clause 7, Article 2 of the Decree 48/2022/ND-CP stipulating duties and powers of the Ministry of Information and Communications of Vietnam regarding external information as follows:

a) Assume the prime responsibility for, and coordinate with relevant agencies in guiding and directing the implementation of strategies, plans, programs and projects on external information;

b) Guide the content and coordinate in providing external information for Vietnamese news agencies and press;

c) Assume the prime responsibility for, and coordinate in inspecting and evaluating the effectiveness of the external information work of ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and central-affiliated cities, press agencies, domestic and foreign publications;

d) Develop a mechanism for exchange, coordination, provision and sharing of information between state agencies and press agencies;

dd) Monitor, summarize and report to the Prime Minister on the organization of information supply, explanation and clarification of false information about Vietnam in various fields.
