Pursuant to Clause 11 Article 2 of Decree 52/2022/ND-CP, duties and powers of the Ministry of Construction regarding real estate market are as follows:

11. Regarding the real estate market:

a) Formulate projects and policies on development and management of the real estate market; direct the implementation after being approved by the Prime Minister;

b) To assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies and provincial-level People's Committees in, organizing the implementation and management of real estate business;

c) Regulations on the issuance of certificates of real estate brokerage practice; the establishment and organization of operations of the real estate trading floor;

d) Provide guidance on training and fostering knowledge of real estate brokerage practice and real estate trading floor operation; issue a certificate of real estate brokerage; guide and inspect the issuance and management of real estate brokerage certificates;

dd) To inspect and examine the implementation of the provisions of the law on real estate business;

e) Building and managing an information system and national database on the real estate market under its assigned state management, connecting and sharing it with the national land database; develop and publicize real estate market evaluation indexes in accordance with the law.

Pursuant to Clause 12, Article 2 of Decree 52/2022/ND-CP, duties and powers of the Ministry of Construction regarding building materials are as follows:

12. Regarding building materials:

a) Develop and submit to the competent authority policies on management and development of building materials;

b) Organize the elaboration, appraisal and submission to competent authorities for approval of planning and adjustment of planning for exploration, extraction, processing and use of minerals as construction materials in accordance with the law on mining; planning and minerals; guide and inspect the implementation of the planning on minerals as building materials after being approved by the Prime Minister;

Pursuant to Clause 13, Article 2 of Decree 52/2022/ND-CP, duties and powers of the Ministry of Construction on occupational safety in construction are as follows:

13. Regarding occupational safety in construction:

a) Presiding over the development of national standards on occupational safety and health and formulating and promulgating national technical regulations on occupational safety and health within the scope of their management;

b) Perform state management of machines, equipment, supplies and substances with strict requirements on occupational safety and sanitation used in construction; elaborate a detailed list of machines, equipment, supplies and substances subject to strict requirements on occupational safety and health under the management authority of the ministry and send it to the Ministry of Labor, War Invalids and Social Affairs for promulgation; formulate and promulgate the inspection process and guide and inspect the inspection of machines, equipment and supplies subject to strict requirements on occupational safety and sanitation under their management after obtaining opinions from the Ministry of Labor - Invalids and Social Affairs.
