6. Regarding domestic and foreign investment management

a) Issue, adjust, and revoke Investment Registration Certificates for investment projects outside industrial parks, export processing zones, high-industrial parks, economic zones and other cases as prescribed by law about investment;

b) Act as the focal point to receive applications for approval, adjustment of investment policies, and approval of investors according to the provisions of investment law; act as the focal point to perform tasks of investment supervision and evaluation of provinces and cities; Provide guidance on investment supervision and evaluation for all levels, affiliated units, and projects decentralized or authorized by the People's Committee of the province or city to decide on investment;

c) Manage domestic investment activities and foreign investment in the province according to the provisions of law; Resolve according to authority or submit to competent authorities to resolve difficulties and problems of local investors; Act as a focal point to help the Provincial People's Committee perform state management of investment promotion; Organize investment promotion activities according to plans approved by the Provincial People's Committee; guide investment procedures according to authority;
