10. About the geographical boundaries of administrative units
a) Advise and assist the City People's Committee
Manage the boundaries of administrative units, records, landmarks, and maps of the boundaries of administrative units at all levels in the city according to the provisions of law and the guidance of competent state agencies. permission.

a) Advise and assist the City People's Committee:
Carry out the recruitment, use and management of cadres, civil servants and public employees; the management of title holders, positions and representatives of the state capital portion in enterprises under the management competence of the City People's Committee; management of commune-level cadres and civil servants and part-time workers at commune level, in neighborhoods and hamlets in accordance with the Party's regulations, laws and management decentralization of the City People's Committee.

12. Regarding training and retraining of cadres, civil servants and public employees
a) Advise and submit to the City People's Committee:
Issue training and retraining plans for cadres, civil servants and public employees under their management and organize the implementation of the plan after being approved by the City People's Committee.
Conduct training and retraining of cadres, civil servants, public employees and other subjects according to the Party's regulations, laws and management decentralization of the City People's Committee.
b) Provide training and refresher courses according to the requirements of job positions in the industry or field assigned to manage, for civil servants, public employees and people working in that industry or field.
c) Coordinate with relevant agencies and units to submit to the City People's Committee for decision the arrangement and allocation of funds for training and retraining activities for cadres, civil servants and public employees in the locality in accordance with the law.
