1. Carry out communication and advocacy to create consensus among all levels of Party committees, authorities, socio-political organizations, and mobilize people's support and active participation in protection, care and improve people's health in Ho Chi Minh City.

2. Direct and organize the implementation of communication and health education for the people; medical ethics, medical education and patriotic emulation movement, studying and following Ho Chi Minh's moral and style example for medical staff in Ho Chi Minh City.

3. The focal point to provide medical information; manage health information, coordinate with relevant agencies and units to handle the health communication crisis in the City; comply with regulations on speaking and providing medical information as prescribed.

Pursuant to Article 15 of the Regulation on functions, tasks, powers and organizational structure of the Department of Health of Ho Chi Minh City issued together with the Decision 29/2022/QD-UBND of Ho Chi Minh City stipulating duties and powers of the Department of Health of Ho Chi Minh City regarding other tasks as follows:

1. Assist the City People's Committee in the state management of health for enterprises, collective economic organizations, the private economy, associations, associations and non-governmental organizations participating in activities in the health sector. medical field in Ho Chi Minh City according to the provisions of law.

2. Implement the administrative reform program in the health sector according to the goals, tasks and solutions of the State administrative reform program of the City People's Committee.

3. Carry out international cooperation in the field of health as assigned or authorized by the City People's Committee;

4. Assist the City People's Committee in formulating plans for training and providing professional guidance on health; be responsible for providing professional guidance in the fields under the management of the Department of Health to the Health Department under the People's Committee of Thu Duc city and the People's Committees of districts.

5. Organize research and application of scientific - technological achievements and innovation; build databases, manage and archive an information system in service of state management and professional expertise in the health sector.

6. Organize the implementation of the provisions of the law on prevention and combat of corruption and negativity; practice thrift, fight waste; examine, inspect, settle complaints and denunciations and handle according to its competence violations of the law in the field of health and in the prevention and fight against corruption and waste in accordance with the law and as assigned. or authorized by the City People's Committee.

7. Specify the functions, tasks and powers of organizations under the Department in accordance with the functions, tasks and powers of the Department of Health; specify functions, tasks, powers and organizational structure of public non-business units under the Department according to the decentralization of the City People's Committee.

8. Manage the organizational apparatus, civil servant payroll, civil servant rank structure, employment positions, public employee structure by professional title and the number of people working in the units under and under the Department; implement the salary regime and policies, regimes of treatment, reward, discipline, quality assessment for civil servants, public employees and employees under the management of the Department according to the provisions of law and as assigned, decentralized or authorized by the City People's Committee.

1. Director, Deputy Director of Department of Health

b) The Director of the Department of Health is a member of the City People's Committee elected by the City People's Council, is the head of the Department of Health appointed by the Chairman of the City People's Committee, is accountable to the City People's Committee.
