What are duties and powers of the Commander in Chief of Vietnamese forces participating in UN peacekeeping operations at the mission?

Pursuant to Chapter II of the Decree 61/2021/ND-CP, stipulating duties and powers of the Commander in Chief of Vietnamese forces participating in UN peacekeeping operations at the mission as follows:

* Tasks and powers in implementing the agreement between Vietnam and the United Nations

- Act as the highest commander, representative of the Vietnamese forces at the mission in the field of administration and discipline with the United Nations.

- Perform professional tasks in the field of participation assigned by competent authorities of the United Nations under the agreement between Vietnam and the United Nations.

- Help the national coordinating agency on joining the UN peacekeeping force in advising the Ministry of Defense and the Ministry of Public Security on improving the capacity to join the UN peacekeeping force.

- Work with the host country government, international organizations and other partners at the mission when permitted by the competent authorities to promote bilateral and multilateral relations and solve arising issues related to UN peacekeeping operations by Vietnamese forces.

- Monitor and assist Vietnamese forces at the mission in performing their assigned professional tasks.

- Perform other duties and powers at the request of competent authorities.

* Duties and powers in directing, managing, commanding and operating Vietnamese forces at the mission

- Assist the national coordinating agency on joining the UN peacekeeping force in researching and advising the Ministry of National Defense and the Ministry of Public Security on directing, managing, commanding and operating Vietnamese forces at the mission.

- Coordinate support for deployment, adjustment and withdrawal of Vietnamese forces from the mission.

- Assist the national coordinating agency on joining the United Nations peacekeeping force in directing, managing, commanding and administering the administration and discipline of Vietnamese forces at the mission.

- Perform other tasks and exercise other powers as prescribed by Vietnamese law.

* Tasks and powers in investigating and handling violations against Vietnamese forces at the mission

- Lead and work with commanders at all levels of the mission and United Nations functional agencies in the area on administrative management and discipline for Vietnamese forces at the mission at the request of competent authorities.

- Join the United Nations delegations related to the investigation and disciplinary action against Vietnamese forces at the mission.

* Information, report regime

Periodically or irregularly report the results of the performance of the tasks specified in Articles 3, 4 and 5 of this Decree to the national coordinating agency on participation in the United Nations peacekeeping force in accordance with regulations.

What are regulations on uniforms and equipment of Vietnamese forces when participating in UN peacekeeping operations?

Pursuant to Article 10 of the Resolution 130/2020/QH14 stipulating uniforms and equipment of Vietnamese forces when participating in UN peacekeeping operations as follows:

- During their participation in UN peacekeeping operations, Vietnamese forces wear uniforms according to UN regulations.

- Individuals and units participating in UN peacekeeping operations are assigned to manage and use weapons, explosives, supporting tools, equipment, equipment, vehicles and other necessary materials to perform the task.

- The management and use of weapons, explosives and combat gears during the participation in UN peacekeeping operations shall comply with the provisions of Vietnamese law, the provisions of the United Nations, international treaties to which the Socialist Republic of Vietnam is a signatory.

- The Government shall stipulate colors and separate identification signs for equipment and vehicles used for training and performing tasks.

What are regulations on the colors and signs of equipment and means of Vietnamese forces participating in UN peacekeeping operations?

Pursuant to Article 7 of the Decree 61/2021/NĐ-CP and Article 8 of the Decree 61/2021/NĐ-CP stipulating as follows:

Article 7. Color and signature of equipment and vehicles of Vietnam forces participating in peacekeeping forces of United Nations when performing tasks in missions

1. Color

Equipment and vehicles of Vietnam forces when conducting tasks in missions shall be painted white.

2. Signature

a) Equipment and vehicles of Vietnam forces when conducting tasks in missions shall be painted or applied with a black “UN”.

b) Regarding equipment: The letter “UN” shall have consistent dimension suitable with actual dimension of equipment and be applied or painted in appropriate and visible spots.

c) Regarding vehicles: The letter “UN” shall be in consistent dimension for all vehicles with at least 30 cm in width and 45 cm in height, and painted or applied at the front, at the back, on the sides, on top and below in case of flying vehicles.

d) Vehicles shall carry licenses and flags of United Nations.

3. Do not paint or apply national flags or national signature on equipment or vehicles.

4. Painting and attaching signatures shall be implemented prior to being deployed to missions.

Article 8. Color and signature of equipment and vehicles of Vietnam forces participating in peacekeeping forces of United Nations during domestic training

1. Equipment and vehicles shall be painted or applied with a black “UN” whose dimension conforms to Point b and Point c Clause 2 Article 7 hereof.

2. Vehicles shall carry flags of United Nations.
