What are duties and powers of a member of the National Committee for Digital Transformation in Vietnam?

Pursuant to Article 6 of the Regulation on operation of the National Committee for Digital Transformation, issued together with Decision 24/QD-UBQGCDS in 2022, stipulating duties and powers of a member of the National Committee for Digital Transformation are as follows:

1. Advise the Chairman of the Committee on tasks related to digital transformation; building and developing e-Government, digital government, digital economy, digital society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam under the management of their agencies. Timely report to the Chairman of the Committee on problems arising during the implementation of assigned tasks and propose initiatives and solutions to remove obstacles and difficulties.

The Committee member is the Minister of Public Security, responsible to the Chairman of the Committee for uniform management of national data on population, ensuring network security in the process of digital transformation.

The Committee member is the Minister, the Chairman of the Government Office is responsible to the Chairman of the Committee for implementing the tasks of reforming administrative procedures, building the e-Government, digital transformation in service of the direction and administration of the Government and the Prime Minister assigned by the Government in Clause 5, Article 2 of Resolution No. 76/NQ-CP dated July 15, 2021 of the Government promulgating the Master Program on State Administration Reform for the period 2021-2030.

The Committee member is the Minister of Science and Technology and is responsible to the Chairman of the Committee for monitoring and urging the implementation of the Government's Action Program to implement Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution (issued together with the Government's Resolution No. 50/NQ-CP of April 17, 2020).

The Committee member who is the Minister of Planning and Investment is responsible to the Chairman of the Committee for monitoring and evaluating the situation and results of the implementation of the National Strategy on the Fourth Industrial Revolution to 2030; responsible for advising on content to support digital transformation in enterprises, cooperatives and business households.

The Committee member who is the Minister of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, be responsible to the Chairman of the Committee for inspecting, urging and guiding the implementation of e-commerce development, digital commerce and promoting the digital transformation of the Industry and Trade sector.

The Committee member who is the Minister of Construction shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, be responsible to the Chairman of the Committee for inspecting, urging and guiding the implementation of promoting smart city development.

The Committee member who is the Governor of the State Bank of Vietnam shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, taking responsibility before the Chairman of the Committee for inspecting, urging and guiding the implementation and promotion of the digital transformation process in the banking industry.

2. Directly direct and integrate contents of digital transformation, building and development of e-Government, digital government, digital economy, digital society and smart city in strategies, programs, schemes and projects of sectors and fields under their management, presiding over implementation and taking responsibility before the Chairman of the Committee for implementation.

3. Give opinions on issues related to digital transformation; building and developing e-Government, digital government, digital economy, digital society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam under the direction of the President and directly direct and urge the agencies in charge of them to give timely comments on these issues if they are consulted.

4. Attend all meetings of the Committee, in case of not being able to attend, must report and get the consent of the chairperson of the meeting; in case of authorizing a meeting participant to participate in written comments; together with the Committee members to consider, exchange and report to the Chairman of the Committee to decide on issues related to the operation of the Committee; be responsible for implementing the opinions and conclusions of the Chairman of the Committee related to the sectors and fields of their respective agencies.

5. Appoint qualified and dedicated staff and experts to join the project teams to assist the Committee; create conditions for these officials and experts to well complete the tasks assigned by the leaders of the project team. Promptly replace officials and experts who do not meet the requirements of assigned tasks at the request of the Head of the project team.

6. Responsible for directing the implementation of assigned tasks in the annual work plan of the Committee, directing the development of specific action plans to carry out detailed key tasks on a monthly basis.

7. Perform other tasks assigned by the Chairman of the Committee.

What are tasks and powers of the project teams to assist the National Committee for Digital Transformation in Vietnam?

Pursuant to Article 7 of the Regulation on operation of the National Committee for Digital Transformation, issued together with Decision 24/QD-UBQGCDS in 2022, stipulating tasks and powers of the project teams to assist the National Committee for Digital Transformation as follows:

1. Elaborate and submit to the Chairman of the Committee for promulgation the annual program, work plan and inspection of the Committee and organize the implementation. Report on the implementation of programs and plans of the Committee and conclusions and directions of the Chairman and Vice Chairman of the Committee.

2. Assist the Committee in researching and proposing guidelines, strategies, mechanisms and policies (including financial mechanisms) and solutions to promote the national digital transformation process, closely associated with administrative reform; building and developing e-Government, digital government, digital economy, digital society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam.

3. Assist the Committee in monitoring and urging the implementation of strategies, programs, mechanisms, policies, schemes, projects, plans and solutions on digital transformation; building and developing e-Government, digital government, digital economy, digital society and smart city in ministries, branches and localities; promptly report and advise and propose solutions to remove difficulties and problems.

4. Prepare contents and documents for the Committee's activities and meetings; to urge and inspect the implementation of conclusions and directions of the Committee's Chairman and Vice-Chairmen.

Report and request competent authorities to commend and reward members of the Committee, project team and ministries, branches and localities for successfully completing their tasks in accordance with the law on emulation and commendation.

5. Directly work and request ministries, branches and localities to coordinate in providing necessary information for the Commission's activities.

6. The project team is organized into project teams decided by the Head of the project team and assigned tasks.

7. Report to the Chairman, Vice-Chairman and members of the Committee on the situation and operation results of the Committee and the project team.

8. Keep records of documents related to the activities of the Commission.

9. Perform other tasks assigned by the Chairman and Vice Chairman of the Committee.
