Hello, I recently registered for the entrance exam to be a cadastral civil servant in the commune and was told I passed, but due to negligence I lost my notice. Now I don't remember to prepare a complete application within the notice include. Please ask for help.
What are documents that must be completed when becoming recruited commune-level civil servants in Vietnam?
Pursuant to Article 5 of Circular 13/2019/TT-BNV regulating notification of recruitment results and profile of successful applicants as follows:
1. Notice of recognition of admission results according to the provisions of Clause 3, Article 19 of Decree No. 112/2011/ND-CP amended and supplemented in Clause 10, Article 1 of Decree No. 34/2019/ND-CP must clearly determine the time limit for successful candidates to come to the Internal Affairs Department of the district People's Committee where they applied to complete their admission documents.
2. Profile of the person admitted to commune-level civil service, including:
a) Curriculum vitae according to the form certified by the agency, organization or unit where the person works or resides;
b) Copy of birth certificate;
c) Copies of diplomas and certificates authenticated by a competent authority. In case of having a diploma issued by a foreign training institution, it must be translated into Vietnamese and recognized by the Ministry of Education and Training;
d) Health certificate issued by a qualified medical agency and within the prescribed validity period;
d) Judicial record card issued by the Department of Justice of the place of permanent residence.
Thus, if you have been notified that you passed the exam as a commune-level civil servant, you will have to go to the Internal Affairs Department of the district-level People's Committee where you applied to complete your admission application. The dossier of a candidate for commune-level civil servant recruitment will include the documents specified above in Vietnam.
What are documents for a person who is proposed to be recruited without examination and admission to a commune-level civil servant position in Vietnam?
According to Article 7 of Circular 13/2019/TT-BNV, the profile of the person proposed to be admitted without examination and admission to commune-level civil servants is as follows:
1. The dossier of the person proposed to be admitted to the commune-level civil servant position without examination and the dossier of request to be admitted to the commune-level civil servant through examination includes:
a) Curriculum vitae according to the form certified by the agency, organization or unit where the person works or resides;
b) Copy of birth certificate;
c) Copies of diplomas and certificates required by the commune-level civil servant position applied for, authenticated by a competent authority;
d) Health certificate issued by a qualified medical agency and within the prescribed validity period;
d) Judicial record card issued by the Department of Justice of the place of permanent residence. For the cases specified in Clauses 2 and 3, Article 6 of this Circular, a judicial record card is not required;
e) Self-assessment and assessment of the person proposed to receive the job on political qualities, lifestyle ethics, qualifications and professional capacity, work history and forms of reward achieved, with comments and confirmation from the head of the agency, organization or unit where that person works;
g) In case of recruitment of a civil servant who is the Commander of the Commune-level Military Command, there must be a written opinion of the Commander of the District-level Military Command.
h) Decision to approve and recognize the holding of positions and titles of commune-level officials, or recruitment to civil servants, armed forces...; decide whether to be ranked in salary or appointed to a rank or professional title; confirm social insurance payment; decide to raise the latest salary level.
2. The Chairman of the District People's Committee is responsible for the conditions, standards, qualities, qualifications, professional capacity, skills and records of the person proposed to be accepted as a commune-level civil servant.
According to this Article, those who are proposed to be accepted without examination and admission to commune-level civil servants need to prepare dossiers including the above documents in Vietnam.
