What are cases where foreigners are issued with a visa at an International checkpoint in Vietnam?
Based on Article 18 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 on visa issuance at border checkpoints in Vietnam:
Article 18. Visa issuance at border checkpoints
1. Foreign nationals are granted visas at international border gates in the following cases:
a) Arriving from a country that does not have a visa-issuing authority of Vietnam;
b) Having to pass through multiple countries before arriving in Vietnam;
c) Entering Vietnam for sightseeing or tourism following a program organized by an international travel company in Vietnam;
d) Foreign crew members on ships anchored at a Vietnamese seaport seeking to exit through a different border gate;
e) Entering for attending a funeral of a relative or visiting a seriously ill relative;
f) Entering Vietnam to handle urgent issues, emergency relief, rescue, disaster prevention, or for other special reasons at the request of a competent Vietnamese authority.
2. Foreign nationals granted visas at international border gates must submit their passport or travel document, and fill out a visa application form with a photo attached at the immigration control unit. Children under 14 years old can be included in the visa application form of their parent or guardian if sharing the same passport.
3. The immigration control unit will check and verify against the notice from the immigration management agency to grant the visa.
According to the above regulation, foreign nationals are granted visas at international border gates in the following cases:
- Arriving from a country that does not have a visa-issuing authority of Vietnam
- Having to pass through multiple countries before arriving in Vietnam
- Entering Vietnam for sightseeing or tourism following a program organized by an international travel company in Vietnam
- Foreign crew members on ships anchored at a Vietnamese seaport seeking to exit through a different border gate

What are cases of suspension from entry for foreigners in Vietnam?
Based on Article 21 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, the circumstances under which entry is denied are regulated:
Article 21. Circumstances Denying Entry
Not meeting the conditions prescribed in Clause 1, Article 20 of this Law.
Children under 14 years old not accompanied by a parent, guardian, or authorized person.
Forging documents or providing false information to obtain entry, exit, or residence documents.
Persons with mental illness or infectious diseases that pose a threat to public health.

Thus, foreign nationals are denied entry to Vietnam in the following cases:
- Not meeting the conditions for entry
- Children under 14 years old not accompanied by a parent, guardian, or authorized person
- Forging documents or providing false information to obtain entry, exit, or residence documents
- Persons with mental illness or infectious diseases that pose a threat to public health
- Expelled from Vietnam for less than three years since the effective date of the expulsion decision
- Compelled to exit Vietnam for less than six months since the effective date of the exit decision
- For reasons of disease prevention
- For reasons of natural disaster
- For reasons of national defense, security, order, and social safety
