What are details of Circular 70/2024/TT-BQP on the renovation of motor vehicles and heavy-duty vehicles under the management of the Ministry of National Defense of Vietnam?
On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 70/2024/TT-BQP stipulating the modification of motor vehicles, heavy-duty vehicles (hereinafter collectively referred to as military vehicles) under the management scope of the Ministry of National Defense of Vietnam.
Circular 70/2024/TT-BQP becomes effective from January 1, 2025, and applies to agencies, units, organizations, and individuals related to the modification of military vehicles under the management scope of the Ministry of National Defense.
Article 6 of Circular 70/2024/TT-BQP stipulates the modification of military vehicles according to the following principles:
- Do not replace the vehicle frame, only change the length or reinforce the original vehicle frame but do not change the original vehicle's wheelbase, except for trailers and semi-trailers.
- Each motor vehicle can only be modified by changing the engine and not more than 03 systems or assemblies out of 07 systems or assemblies of the original vehicle. To be specific:
+ Power transmission system (clutch, gearbox, driveshaft, drive axle)
+ Motion system (wheels)
+ Suspension system
+ Brake system
+ Steering system
+ Cabin, cargo body, or dump bed
+ Vehicle electrical system (for electric vehicles: Battery Energy Storage System (BESS), management system: State of charge indicator, battery temperature control, electronic converter, motor and controller; wiring and connectors; external charging system if equipped; charging port connection component on the vehicle)
- Each special-purpose vehicle can only be modified by changing the engine and not more than 04 systems or assemblies out of 08 systems or assemblies of the original vehicle. To be specific:
+ Power transmission system includes (clutch, gearbox, driveshaft, drive axle, hydraulic transmission)
+ Motion system (wheels, passive axle, movement motor)
+ Suspension system
+ Brake system
+ Steering system
+ Electrical, electro-hydraulic, and automation system
+ Cabin, vehicle body
+ Special-purpose equipment
- Must ensure compliance with regulations, technical standards, and the laws and regulations of the Ministry of National Defense regarding technical safety quality, environmental protection, and national security in the defense sector.
- The total mass of the military vehicle after modification must meet the stability and safety indicators during operation and ensure the vehicle's mass according to the provisions of the Law on Road Traffic Order and Safety 2024
- The dimension limits of the military vehicle after modification must not exceed the dimension limits as specified by the Law on Road Traffic Order and Safety 2024
- Military vehicles after modification must be registered as per legal regulations.

Who has the authority to issue permits for military vehicle renovation in Vietnam?
Based on Article 8 of Circular 70/2024/TT-BQP, the issuance of permits to renovate military vehicles in Vietnam is stipulated:
Article 8. Issuance of permits to renovate military vehicles
1. Authority to issue permits to renovate military vehicles
a) The Chief of the General Staff issues permits to renovate military vehicles for cases as specified in Clause 1, Article 4, Clause 1, Article 5 of this Circular.
b) The Director of the Vehicle - Transport Department/General Department of Logistics - Engineering issues permits to renovate military vehicles according to Form No. 02, Appendix II attached to this Circular for cases as specified in Clause 2, Article 4, Clause 2, Article 5 of this Circular.

Therefore, the authority to issue permits to renovate military vehicles in Vietnam is stipulated as follows:
[1] The Chief of the General Staff issues permits to renovate military vehicles in the following cases:
- Change in the purpose of use of motor vehicles
+ Passenger cars, transport vehicles modified to heavy-duty vehicles or heavy-duty vehicles modified to other heavy-duty vehicles
+ heavy-duty vehicles modified to transport vehicles, passenger cars
+ Trailers, semi-trailers modified to special trailers, special semi-trailers or special trailers, special semi-trailers modified to other special trailers, other special semi-trailers
+ Install technical equipment on motor vehicles after upgrade, modification, modernization
- Change in the purpose of use of heavy-duty vehicles
+ Modification of the special-purpose vehicle's feature from one type to another
+ Install technical equipment on heavy-duty vehicles after upgrade, modification, modernization.
[2] The Director of the Vehicle - Transport Department/General Department of Logistics - Engineering issues permits to renovate military vehicles in the following cases:
- Replacing the original system or assembly with another system or assembly ensuring combat-technical features of motor vehicles
- Replacing the original system or assembly with another system or assembly ensuring combat-technical features of heavy-duty vehicles.
