On October 18, 2024, the Minister of Home Affairs issued Circular 11/2024/TT-BNV Download prescribing the establishment and management of administrative boundary records for provinces and centrally-administered cities (hereinafter referred to as provincial level); districts, district-level towns, provincial-level cities, centrally-administered city-level cities (hereinafter referred to as district level); communes, wards, commune-level towns (hereinafter referred to as commune level).
Circular 11/2024/TT-BNV Download takes effect in Vietnam from October 18, 2024.
Article 2 of Circular 11/2024/TT-BNV Download stipulates principles for establishing and managing administrative boundary records in Vietnam as follows:
- Administrative boundary records are compiled when there is a resolution from the National Assembly or the Standing Committee of the National Assembly on the establishment, dissolution, merger, division, or adjustment of administrative boundaries; a decision by the competent authority on determining administrative boundaries in areas without consensus on administrative boundaries becomes effective, or when it is necessary to adjust the placement of boundary markers on-site. Specifically:
+ Create new administrative boundary records upon the establishment, merger, or division of administrative units, as per a decision from the competent authority.
+ Correct or supplement administrative boundary records for administrative units that do not fall under the above circumstances.
- The compilation of administrative boundary records is done according to the provisions of this Circular and the laws regarding the technical determination of administrative boundary lines, planting of boundary markers, and compilation of administrative boundary records at all levels.
- The management and storage of administrative boundary records are carried out according to the provisions of this Circular and storage law regulations.

2. Determining administrative boundaries in the field
a) Provincial People's Committees organize the determination of the administrative boundary lines at all levels, the placement of boundary markers, and notable points on the administrative boundary lines in the field.
b) The Ministry of Home Affairs presides, in cooperation with relevant Ministries, agencies, and localities, to organize the determination of administrative boundary lines, placement of boundary markers, and notable points on the administrative boundary lines at the provincial level in the field according to decisions from the competent authority on determining administrative boundaries in areas without consensus on provincial administrative boundaries, and hands over the results to Provincial People's Committees to complete the administrative boundary records.

What documents are required for the appraisal and acceptance of administrative boundary records in Vietnam?
Based on Article 4 of Circular 11/2024/TT-BNV Download specifying the documents required for the appraisal and acceptance of administrative boundary records include:
- A proposal document from the Provincial People's Committee.
- A report on the results of compiling administrative boundary records.
- Administrative boundary records at all levels in both paper form (one set) and digital form.
- A copy of the approval decision attached with the technical design-estimate for compiling administrative boundary records.
- Copies of inspection and acceptance documentation from the Provincial People's Committee, the investor, and the construction unit (if any).
- Copies of minutes and documents determining administrative boundary lines in the field.
- A document from the Ministry of Natural Resources and Environment of Vietnam regarding the technical review results on determining administrative boundary lines, planting of boundary markers, and compiling administrative boundary records at all levels.
- Results of updating the national border on administrative boundary records (if any).
