Pursuant to Subsection 1, Section 0603, Part 06 of the Appendix II attached to Circular 9/2022/TT-BNV stipulating the following concepts and methods of calculation as follows:
Concepts and methods of calculation
Forms of rewards and honorary titles at the level of ministries, agencies, central organizations, provinces, and central-affiliated cities are forms of rewards and honorary titles under the decision-making authority of the Ministers, heads of ministerial-level agencies, agencies under the Government, central agencies, and organizations, and the Presidents of the People's Committees of provinces and central-affiliated cities.
The forms of rewards and honorary titles at the level of ministries, agencies, central organizations, provinces, and central-affiliated cities include: Certificates of Merit; "Chiến sĩ thi đua" (Combatant for Emulation) at the level of ministries and provinces; "Cờ thi đua" (Pennant of Emulation); Medals and commemorative medals of ministries, agencies, central organizations, provinces, and central-affiliated cities.
Method of calculation: Calculate the number of each form of reward and honorary title at the level of ministries, agencies, central organizations, provinces, and central-affiliated cities. Time of calculation: Statistics from December 1 of the previous year to November 30 of the following year.
Currently, for the level of ministries, agencies, central organizations, provinces, and central-affiliated cities, there will be the following forms of rewards and honorary titles: "Chiến sĩ thi đua" (Combatant for Emulation) at the level of ministries and provinces; "Cờ thi đua" (Pennant of Emulation); Medals and commemorative medals of ministries, agencies, central organizations, provinces, and central-affiliated cities.

- By the object of reward, it is divided into 3 groups:
+ Collective (in which the number of rewards for enterprises is detailed).
+ Household.
+ Individual: Divided into 5 groups: Leadership at the ministerial, provincial and equivalent level and above; Leadership at the department, agency, sector and equivalent level; Entrepreneurs; Other leadership levels from deputy department level up; People directly working, laboring, studying, fighting and serving in the war (workers, farmers, etc).
- By type of reward, it is divided into 5 groups: Regular; thematic; sudden; foreign relations; dedication; anniversary; resistance.
3. Announcement period
Year.
4. Data sources
- Interior Ministry statistical reporting system.
- Administrative data.

The Central Commission for Rewards and Honors, Ministry of Home Affairs.
As regulations above, the Central Commission for Rewards and Honors, Ministry of Home Affairs is responsible for collecting, summarizing, and establishing honorary titles and rewards in Vietnam.

Organization involved in emulation and reward work is an organization (Department, office, unit, etc) involved in emulation and reward work that is established by the competent authority to perform state management tasks on emulation and reward work of ministries, agencies, central organizations, provinces and central-affiliated cities.
Method of calculation: Statistics at the time of reporting.
2. Main classification
According to organizational structure (Division level under ministries, agencies, central organizations; department, office or unit level under Division, unit; Department level under Department of Internal Affairs).
3. Announcement period
Year.
4. Data sources
- Interior Ministry statistical reporting system.
- Administrative data.
5. Agency responsible for collecting and summarizing
The Central Commission for Rewards and Honors, Ministry of Home Affairs.
Therefore, the organization involved in emulation and reward work is an organization (Department, office, unit, etc) involved in emulation and reward work that is established by the competent authority to perform state management tasks on emulation and reward work of ministries, agencies, central organizations, provinces and central-affiliated cities.
