What are criteria for classifying the quality of public employees completing their tasks at the level of excellent in Vietnam?

Pursuant to Article 12 of the Decree 90/2020/NĐ-CP stipulating criteria for classifying the quality of public employees completing their tasks at the level of excellent in Vietnam as follows:

1. A public employee who does not hold a managerial position who meets all of the following criteria shall be graded at the level of excellent in their tasks:

a) Well observe the provisions of Clauses 1, 2, 3 and 4, Article 3 of this Decree;

b) Complete 100% of the tasks according to the signed working contract, according to the set plan or according to the specific tasks assigned to ensure on schedule, quality and high efficiency, of which at least 50% of the assigned tasks over-completion.

2. Managers who meet all of the following criteria shall be classified at the level of excellent in their tasks:

a) Well observe the provisions of Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of this Decree;

b) The criteria for the results of the performance of tasks according to the signed working contract, according to the set plan or according to the specific tasks assigned, are completed on schedule, with high quality and efficiency assurance;

c) Unit or field of work assigned to complete all expenditures and tasks, of which at least 50% of targets and tasks are exceeded;

d) 100% of units under their direct management authority are assessed to have completed their tasks or more, of which at least 70% have successfully completed and successfully completed their tasks.

What are criteria for classifying the quality of public employees completing their tasks at the level of good in Vietnam?

Pursuant to Article 13 of the Decree 90/2020/NĐ-CP stipulating criteria for classifying the quality of public employees completing their tasks at the level of good in Vietnam as follows:

1. A public employee who does not hold a managerial position who meets all of the following criteriashall be graded at the level of good in their tasks:

a) Satisfy the criteria specified in Clauses 1, 2, 3 and 4, Article 3 of this Decree;

b) Complete 100% of the tasks according to the signed working contract, according to the set plan or according to the assigned specific work, ensuring on schedule, quality and efficiency.

2. Managers who meet all of the following criteria shall be classified at the level of good in their tasks:

a) Satisfy the criteria specified in Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of this Decree;

b) The criteria for the performance of tasks according to the signed working contract, according to the set plan or according to the assigned specific tasks, are completed on schedule, ensuring quality and efficiency;

c) The unit or field of work assigned to complete all targets and tasks, of which at least 80% will be completed on schedule and with quality assurance;

d) 100% of units under their direct management competence are assessed to have completed their tasks or more, of which at least 70% have successfully completed or successfully completed their tasks.

What are criteria for classifying the quality of public employees completing their tasks at the level of on-target in Vietnam? 

Pursuant to Article 14 of the Decree 90/2020/NĐ-CP stipulating criteria for classifying the quality of public employees completing their tasks at the level of on-target in Vietnam as follows:

1. An employee who does not hold a managerial position who meets all of the following criteria shall be classified at the level of on-target in their tasks:

a) Satisfy the criteria specified in Clauses 1, 2, 3 and 4, Article 3 of this Decree;

b) The criteria for the performance of tasks according to the signed working contract, according to the set plan or according to the specific tasks assigned, of which not more than 20% of the criteria are not satisfied, low progress or efficiency.

2. Managers who meet the following criteria shall be classified at the level of on-target in their tasks:

a) Satisfy the criteria specified in Clauses 1, 2, 3, 4 and Point a, Clause 5, Article 3 of this Decree;

b) The criteria for the performance of tasks according to the signed working contract, according to the set plan or according to the specific tasks assigned, of which not more than 20% of the criteria are not satisfied, low progress or efficiency;

c) The unit or field of work assigned to complete over 70% of the targets and tasks;

d) At least 70% of the units under their direct management or responsibility are assessed to have completed their tasks or more.
