In Article 32 of Decree 115/2020/ND-CP amended by Clause 16, Article 1 of Decree 85/2023/ND-CP, there are regulations on conditions for registering for consideration for promotion of public employee professional titles as follows:

- Rank the quality of completing tasks well or better in the working year immediately preceding the year of consideration for promotion.

- Have good political qualities and professional ethics.

- Not be subject to a disciplinary period, or implementing regulations related to discipline according to the Party's regulations and the law.

- Meet the requirements for diplomas, certificates and other requirements of the standards of professional titles considered for promotion.

- In case at the time of promotion consideration, the Ministry managing professional titles of specialized public employees has not issued regulations on the content, program, form, and duration of training as prescribed in Clause 1, Article 64 of Decree 115/2020/ND-CP then:

Do not have to meet the requirements for a professional title training certificate; Officials considered for promotion are considered to meet the standards and conditions of the considered class;

- Meet the requirements for minimum working time holding the adjacent lower-class professional title according to the requirements of the professional title standards for consideration for promotion, except in the case of consideration for promotion of a professional title in which the occupational title is considered according to regulations at the time of consideration does not have an adjacent lower class.

- In case the public employee, before being recruited or accepted, has worked for a period of time (excluding the probationary period) in accordance with the provisions of law, has paid mandatory social insurance, and worked in the same position that requires appropriate professional qualifications and skills (if there is a period of intermittent work without receiving a one-time social insurance benefit, it will be accumulated) and that time will be counted as the basis for ranking. Salary for the currently held professional title is considered equivalent to the currently held professional title.

In case of calculating the equivalent time, there must be a period of holding a professional title of a lower class adjacent to the professional title class being considered for at least 12 months up to the deadline for submitting the registration application for consideration for promotion.

In addition to the above standards, specialized laws specifically stipulate standards and conditions for promotion to class II and class I associated with corresponding job position requirements, ensuring improvement of team quality and employee benefits.

Grade V and grade IV officials will be considered for promotion to an adjacent higher grade if they are working in a job position appropriate to the considered title and meet the criteria and conditions for consideration.

If the current position is no longer available, you will be considered for promotion to a higher rank adjacent to the current position if you are working in a suitable position and meet the standards.

In Article 40a of Decree 115/2020/ND-CP supplemented by Clause 21, Article 1 of Decree 85/2023/ND-CP, there are regulations on the time limit for notification of promotion review results as follows:

Notification of promotion results

1. Within 15 days from the date of completing the appraisal of the promotion application dossier and determining the list of successful candidates, the Chairman of the Promotion Council shall send a written report to the head of the agency or organizational unit. The promotion review authority approves the results of the promotion review period and the list of admitted public employees.

2. Within 05 working days from the date of the decision to approve the results of the promotion review period, the Promotion Review Council is responsible for notifying in writing the promotion review results and the list of successful public employees to the agency or unit whose public employee is being considered for promotion; At the same time, make a public announcement on the website or electronic information portal of the agency, unit or organization considering promotion.

Thus, the time limit for notifying the results of promotion consideration for public employee professional titles is within 05 working days from the date of the decision approving the results of the promotion review period in Vietnam.

What does an application for promotion to public employee professional title include in Vietnam?

Second: Comments and assessments of the head of the public service unit employing public employees or the head of the agency competent to manage the public service unit on the standards and conditions for registration consider promoting public employees' professional titles according to regulations;

Third: Copies of diplomas and certificates as required by the professional title considered for promotion.

In case the foreign language requirements for the professional title class considered for promotion do not change compared to the requirements for the current professional title class, a foreign language certificate is not required.

In case you have one of the diplomas and certificates specified in Clause 3, Article 9 of Decree 115/2020/ND-CP amended by Clause 4, Article 1 of Decree 85/2023/ND-CP,, it can be used to replace the certificate. foreign language only.
