What are conditions for promotion from Intermediate Archivist to Specialized Archivist in the field of archives in Vietnam?
Pursuant to Article 10 of Circular 07/2022/TT-BNV stipulating as follows:
1. The promotion from Intermediate Archivist to Archivist is carried out through the promotion assessment process.
2. Conditions for promotion assessment for professional title:
a) Meet the criteria and conditions specified in point a, Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP.
b) Meet the professional title criteria for Archivist specified in Article 7 of this Circular.
c) Have a minimum of 3 years or more of holding the Intermediate Archivist professional title or its equivalent (excluding probationary and internship periods). In cases where individuals have held civil service positions or professional titles equivalent to the Intermediate Archivist professional title, a minimum of 1 year (12 months) of holding the Intermediate Archivist professional title is required, counted until the deadline for submission of promotion assessment application.

What are regulations on documents, forms, and content for the examination or promotion of professional titles for specialized archival civil servants in Vietnam?
Pursuant to Article 11 of Circular 07/2022/TT-BNV stipulating as follows:
1. The application dossier for participating in the examination or promotion for professional titles of specialized archival civil servants shall be prepared in accordance with the regulations specified in Article 36 of Decree No. 115/2020/NĐ-CP.
2. For promotion examination: The form, content, and timeframe for the promotion examination for professional titles of specialized archival civil servants shall be implemented according to the regulations specified in Article 39 of Decree No. 115/2020/NĐ-CP.
3. For promotion assessment:
a) Assessment form: Evaluation of the application dossier.
b) Content of promotion assessment to Senior Archivist: Evaluation of meeting the requirements specified in Clause 2, Article 9 of this Circular.
c) Content of promotion assessment to Archivist: Evaluation of meeting the requirements specified in Clause 2, Article 10 of this Circular.
How to determine the successful candidates in the examination or promotion for professional titles of specialized archival civil servants in Vietnam?
Pursuant to Article 12 of Circular 07/2022/TT-BNV stipulating as follows:
1. Determining the successful candidates in the promotion examination:
The determination of the successful candidates in the promotion examination for professional titles of specialized archival civil servants is conducted in accordance with the regulations specified in Paragraphs 1, 2, and 3 of Article 40 of Decree No. 115/2020/NĐ-CP.
2. Determining the successful candidates in the promotion assessment:
The civil servant who is determined as a successful candidate in the promotion assessment is the one who fully meets the conditions and criteria specified in Paragraphs 1, 2 of Article 5, Paragraph 2 of Article 9 (for Senior Archivists), and Paragraph 2 of Article 10 (for Archivists) of this Circular. The recognition of the results of being a successful candidate in the promotion assessment is made by the head of the agency or organization responsible for conducting the promotion assessment. In cases where there are two or more candidates with equal scores in the final criterion, the determination of the successful candidate is carried out in the following priority order:
a) The candidate with higher-level commendations from the competent authority.
b) The female candidate.
c) The candidate from an ethnic minority.
d) The candidate who is older (based on the date of birth).
e) The candidate with more years of work experience.
If the determination of the successful candidate is still not possible, the head of the agency or organization responsible for conducting the promotion assessment will exchange documents with the head of the agency or organization responsible for managing civil servants and make a decision on the successful candidate based on the proposal of the head of the agency or organization responsible for managing civil servants.
