- Ranked at the last salary level in the rank of civil servants and public employees; in the professional titles held by the Court or the Procuracy sector, they shall be considered for the allowance for excess of the seniority bracket when fully meeting the conditions for holding the last salary level in the rank or position and meet the criteria for receiving extra-seniority allowances as follows:
+ Officials, civil servants, public employees and employees who have had 3 full years of final salary rank in the civil servant and public employee ranks from type A0 to type A3 specified in Decree 204/2004/ND-CP and in Professional and professional titles in the Court and Procuracy sectors specified in Resolution 730/2004/NQ-UBTVQH11.
+ Officials, civil servants, public employees and employees who have had 02 full years of final salary ranking in the civil servant and civil servant ranks of type B and C and the executive and service employee ranks, ranked according to the salary table executive officer, serving regulations in Decree 204/2004/ND-CP.
- Meet the criteria for receiving extra seniority allowances during the period of holding the last salary level in the rank or position currently held or during the year of consideration for extra seniority allowances, including:

What are regulations on seniority allowance level exceeding the frame in 2023 in Vietnam?
Pursuant to Section 03 of Circular 04/2005/TT-BNV (supplemented by Clauses 3, Article 2 of Circular 03/2021/TT-BNV), seniority allowance level exceeding the frame in 2023 in Vietnam is stipulated as follows:
(1) Subjects are cadres, civil servants, public employees and employees who have had full 03 years of ranking the last salary level in the ranks of civil servants and public employees from grade A0 to grade A3 and in professional and professional positions in the Court and Procuracy sectors
- After 3 years of being ranked at the last salary level in the rank or title, anyone will be entitled to an extra seniority allowance equal to 5% of the salary of the last salary level in that rank or title;
- From the fourth year onwards, each year that meets two criteria for exceeding the seniority allowance will be calculated to receive an additional 1%.
(2) Subjects are cadres, civil servants, public employees and employees who have had full 02 years of ranking the last salary level in the ranks of civil servants and public employees of class B and C and the rank of executive and service employees. wage:
- After 2 years of ranking the last salary level in the tier, they are entitled to a seniority allowance exceeding the frame rate equal to 5% of the enjoyment rate of the last salary level in that tier.
