What are conditions for civil servants and public employees specialized in procuracy to be sent for training and retraining in Vietnam?

According to Article 20 of the Training and Retraining Regulations for Civil Servants and Public Servants in the Procuracy System issued together with Decision 303/QD-VKSTC of 2020, the conditions for civil servants and public employees specialized in procuracy to be sent for training and retraining in Vietnam are as follows:

1. Conditions for civil servants and public employees to be sent to training in procuracy professional skills: have graduated from a law university, have been recruited (have completed the probationary period), and are on the payroll of the Procuracy Offices at all levels.

2. Conditions for civil servants to be sent to training in investigative professional skills: Investigators; civil servants who have graduated from a university of security, a university of police, or a law university, have been recruited (have completed the probationary period), and are on the payroll of the Investigative Agency of the Supreme People's Procuracy.

3. Conditions for civil servants and public employees to be sent to training in specialized knowledge and skills: are currently performing or are expected to be transferred to perform tasks in that work segment; appropriate to the position.

4. Conditions for civil servants and public employees to be sent to training according to the standards for leadership and management positions and training according to the civil servant and public employee grade are carried out in accordance with the current regulations of the State.

5. Conditions for civil servants and public employees to be sent to training in political theory, knowledge of state management are carried out in accordance with the current regulations of the Party and the State.

According to Article 21 of the Training and Retraining Regulations for Civil Servants and Public Servants in the Procuracy System issued together with Decision 303/QD-VKSTC of 2020, the regulations on training and retraining civil servants and public employees specialized in procuracy in Vietnam abroad using state budget are as follows:

The organization of training and development of civil servants and public employees in the Procuracy system abroad using state budget is carried out in accordance with the regulations of the law, of the Procuracy system, and in accordance with the provisions of Article 31 and Article 32 of Decree 101/2017/NĐ-CP of September 1, 2017 of the Government on training and development of officials, civil servants, and public servants, and in accordance with the provisions of Articles 8, 9, 10, 11 and 12 of Circular 01/2018/TT-BNV dated January 8, 2018 of the Ministry of Home Affairs guiding some articles of Decree 101/2017/NĐ-CP of September 1, 2017 of the Government on training and development of cadres, civil servants, and public employees.

Depending on the needs of each period and financial capabilities, on the basis of the current regulations of the State, the Prosecutor General of the Supreme People's Procuracy will regulate the organization of high-quality human resource training courses to meet the requirements of judicial reform and international integration of the Procuracy system.

What are regulations on assessing the quality of training and retraining for civil servants and public employees specialized in procuracy in Vietnam?

According to Article 23 of the Training and Retraining Regulations for Civil Servants and Public Servants in the Procuracy System issued together with Decision 303/QD-VKSTC of 2020, the regulations on assessing the quality of training and retraining for civil servants and public employees specialized in procuracy in Vietnam are as follows:

1. Quality assessment of training and development aims to provide information on the level of improvement in the ability to perform tasks and duties of civil servants and public employees after training and development.

2. Quality assessment of training and development must be ensured to be open, transparent, objective, and honest.

3. The contents of quality assessment of training and development include:

a) Quality assessment of the framework program, training and development materials;

b) Quality assessment of the trainees participating in the training and development course;

c) Quality assessment of the lecturers participating in the training and development course and the material facilities for the training and development course;

d) Assessment of the organizational capacity of the training and development institution;

dd) Assessment of the quality of the training and development course for civil servants and public employees;

e) Evaluation of the effectiveness after training and development of civil servants and public employees.

4. The quality assessment of training and development is carried out by the Supreme People's Procuracy (Department of Organization and Personnel); the unit using civil servants and public employees; the training and development institutions of the Supreme People's Procuracy or hire an independent evaluation agency and implement according to the provisions of Circular 10/2017/TT-BNV dated December 29, 2017 of the Ministry of Home Affairs on the regulation on evaluation of the quality of training and development of cadres, civil servants, and public employees.
