According to Clause 3, Article 30 of Decree 138/2020/ND-CP, the conditions for the civil servant promotion examination are as follows:

- Being rated at the level of "completed tasks well" or higher in the consecutive working year prior to the year of the promotion examination.

- Having good political qualities and ethics.

- Not being under disciplinary proceedings and not being subject to disciplinary regulations as stipulated in Article 82 of the Law on Cadres and Civil Servants in 2008 (amended and supplemented in Clause 17, Article 1 of the Law on amendments to the Law on Cadres and Civil Servants and the Law on Public Employees in 2019).

- Having the capacity and professional qualifications to assume the position corresponding to the higher civil servant rank within the same professional field.

- Meeting the requirements for educational degrees, certificates, and other professional standards required for the rank being examined.

+ In the case of civil servants who have obtained a graduation degree with the required proficiency in a foreign language or computer science as regulated and corresponding to the requirements of the rank being examined, they meet the requirements for foreign language and computer science standards of the rank being examined.

+ In the case of civil servants who are exempt from the foreign language or computer science subject, they meet the requirements for foreign language and computer science standards of the rank being examined.

- Meeting the minimum working period requirement for each civil servant rank as stipulated in the professional standards of the rank being examined.

+ In the case of civil servants who had work experience and made compulsory social insurance contributions in accordance with the provisions of the Law on Social Insurance in 2014, and worked in a position that required the appropriate professional qualifications (if the work period was not continuous and the social insurance benefits were not received at once, the cumulative period is considered), and the competent authority considers this period as a basis for salary placement in the current civil servant rank, it is counted as equivalent to the current civil servant rank.

+ In the case of equivalent working periods, there must be at least 01 year (12 months) in the lower rank continuously preceding the rank being examined until the deadline for submitting the application for the promotion examination.

What subjects are included in the civil servant promotion examination in Vietnam?

According to Article 37 of Decree 138/2020/ND-CP, the forms, content, and duration of the civil servant promotion examination are as follows:

Forms, content, and duration of the examination:

1. General knowledge subject:

a) Examination format: Multiple-choice test.

b) Examination content: 60 questions on the political system, organization of the Party and the State, political-social organizations, state administrative management, civil servants, public service, duties and responsibilities of civil servants according to the requirements of the rank being examined.

c) Examination duration: 60 minutes.

2. Foreign language subject:

a) Examination format: Multiple-choice test.

b) Examination content: 30 questions on one of the following languages: English, Russian, French, German, or Chinese, as required by the rank being examined and determined by the authorized head of the agency organizing the promotion examination.

c) Examination duration: 30 minutes.

3. Computer science subject:

a) Examination format: Multiple-choice test.

b) Examination content: 30 questions according to the requirements of the rank being examined.

c) Examination duration: 30 minutes.

4. Professional and vocational subject:

a) For promotion to senior specialist or equivalent rank: Written project examination with a maximum duration of 8 hours and project defense examination with a maximum duration of 30 minutes; examination content according to the requirements of the rank being examined. The written project and project defense examinations are scored on a scale of 100 for each exam.

b) For promotion to chief specialist or equivalent rank: Written examination with a duration of 180 minutes; examination content according to the requirements of the rank being examined; scale of 100.

c) For promotion to counselor or equivalent rank; specialist or equivalent rank:

Written examination with a duration of 120 minutes; examination content according to the requirements of the rank being examined; scale of 100.

When are civil servants exempted from the foreign language subject in the promotion examination in Vietnam?

According to Clause 6 Article 37 of Decree 138/2020/ND-CP, civil servants may be exempted from the foreign language subject in the promotion examination under the following circumstances:

- Civil servants who are within five years of retirement age as of the examination month.

- Civil servants who have a certificate in the language of an ethnic minority or are from an ethnic minority working in an ethnic minority area.

- Civil servants who have a graduation degree in a foreign language in the same level or higher than the required level of professional and vocational training specified in the standards of the rank being examined.

- Civil servants who have a graduation degree according to the required level of training or higher than the required level of professional and vocational training specified in the standards of the rank being examined, which was issued by a foreign educational institution and recognized in Vietnam as prescribed.
