Pursuant to the provisions of Subsection 3 Section I of the Guidance 14-HD/VPTW in 2022 stipulating clerical works in Vietnam Fatherland Front agencies as follows:
Explanation of words
In this Guide, the following terms have the following meanings:
- Clerical works are works on drafting and issuing documents; managing documents and other documents formed during the operation of agencies and organizations; making records and submitting them to the agency's archives; managing and using seals and devices to store secret keys in documents.
- Office clerical is the part that performs some clerical tasks of the agency.
- Text is written information conveyed in languages or signs, formed in the activities of agencies and organizations and presented in the correct form and technique as prescribed.
- Electronic document is a collection of information in the form of symbols, letters and numbers that is compiled, exchanged, processed and stored by electronic means.
Therefore, we can understand that:
- Clerical work in agencies of the Vietnam Fatherland Front, including work on drafting and issuing documents; managing documents and other documents formed during the operation of agencies and organizations; making records and submitting them to the agency's archives; managing and using seals and devices to store secret keys in documents.
- Electronic document is a collection of information in the form of symbols, letters and numbers that is compiled, exchanged, processed and stored by electronic means.
What are principles for clerical works in the agencies of the Vietnam Fatherland Front?
Pursuant to the provisions of Subsection 4 Section I of the Guidance 14-HD/VPTW in 2022 stipulating principles for clerical works in the agencies of the Vietnam Fatherland Front as follows:
Principles and requirements for clerical work
4.1. Rule
a) The clerical work is done in accordance with current regulations of law and agencies and organizations.
b) All activities of agencies and organizations must be fully documented; documents of agencies and organizations must be strictly managed and state secrets protected according to the provisions of law.
Therefore, clerical work in agencies of the Vietnam Fatherland Front and socio-political organizations must ensure the following principles:
- The clerical work is done in accordance with current regulations of law and agencies and organizations.
- All activities of agencies and organizations must be fully documented; documents of agencies and organizations must be strictly managed and state secrets protected according to the provisions of law.
What are requirements of clerical work in agencies of the Vietnam Fatherland Front?
Pursuant to the provisions of Subsection 4 Section I of the Guidance 14-HD/VPTW in 2022 stipulating requirements of clerical work in agencies of the Vietnam Fatherland Front as follows:

4.2. Request
a) Documents must be prepared in the correct order and procedures, promulgated in the correct genre, authority, format and presentation technique according to current regulations.
b) All outgoing and incoming documents must be centrally managed at the agency's office to carry out procedures for receipt, registration, issuance and delivery (except for documents with separate regulations).
c) The receipt, registration, issuance, and delivery of outgoing and incoming documents must ensure the following requirements: Monitoring and urging the settlement of documents must be timely and accurate; strictly manage, not losing or misplace documents; fully and timely withdrawing documents with provisions on revocation; ensuring confidentiality of document information.
d) Strictly manage and use seals and secret key storage devices in accordance with regulations.
e) Units and individuals assigned to monitor and handle jobs are responsible for making dossiers of assigned jobs in accordance with professional requirements; submit dossiers and documents to the agency's archives fully and on time as prescribed.
Thus, when performing clerical work in agencies of the Vietnam Fatherland Front and socio-political organizations, the following requirements must be met:
- Documents must be drafted in the correct order and procedures, promulgated in the correct genre, authority, format and presentation technique according to current regulations.
