On October 14, 2024, the Minister of National Defense issued Circular 69/2024/TT-BQP regulating the registration, management, and use of motor vehicles and heavy-duty vehicles (collectively referred to as military vehicles) under the management of the Ministry of National Defense of Vietnam, from January 1, 2025.
However, the registration, management, and use of motor vehicles and heavy-duty vehicles of military enterprises with less than 50% state-owned capital after equitization do not fall within the scope of Circular 69/2024/TT-BQP.

What are the documents of origin for military vehicles in Vietnam?
Based on Article 9 of Circular 69/2024/TT-BQP, the documents of origin for military vehicles in Vietnam include:
[1] For vehicles manufactured and assembled domestically: Quality inspection certificate of the factory.
[2] For imported vehicles:
- Purchased domestically, or through commission contracts:
+ For motor vehicles, includes: Electronic data on the vehicle's origin received by the registration agency from the public service portal or the import origin declaration for vehicles (for vehicles imported before July 1, 2021); Original or electronic certificate of technical safety and environmental protection (printed from the National Single Window system with authenticity stamp of the importing unit, enterprise) or Confirmation for imported motor vehicles serving defense missions.
+ For heavy-duty vehicles, includes: Certificate of technical safety and environmental protection or Confirmation for imported heavy-duty vehicles serving defense missions.
- For vehicles exempt from customs procedures, includes:
+ Document from the Ministry of National Defense on resolving special customs procedures for the import of specialized military goods;
+ Document from the Customs office confirming the imported goods (stating that the goods have passed the surveillance area);
+ Document from the commission-imported enterprise confirming the chassis number, engine number of imported motor vehicles, and heavy-duty vehicles.
[3] For vehicles imported as gifts, donations; aid; non-commercial imports, or imports as moving assets (direct imports), includes:
- Customs declaration in accordance with the regulations of the Ministry of Finance;
- Import license for gifted vehicles;
- Confirmation of aid from the Ministry of Finance for aid vehicles;
- Receipt of import tax and special consumption tax for non-commercial imports or imports as moving assets.
[4] Vehicles registered with the Police Department, Department of Transport: Vehicle origin documents shall comply with the procedures and regulations on the issuance, recall of vehicle registration certificates, vehicle license plates for motor vehicles, and heavy-duty vehicles of the Ministry of Public Security and regulations on registration of heavy-duty vehicles of the Ministry of Transport.
Note: In case of loss of military vehicle origin documents, the agency, unit must provide an explanatory document with a copy of the vehicle origin documents issued by the relevant agency.
What documents are required for the registration of gifted military vehicles in Vietnam?
Based on Article 17 of Circular 69/2024/TT-BQP, the registration documents for gifted, aid-received military vehicles; non-commercial imports, or imports as moving assets:
Article 17. Registration documents for gifted, aid-received military vehicles; non-commercial imports or imports as moving assets
- Registration documents for gifted military vehicles include the documents stipulated in Clauses 1, 3 of Article 12 of this Circular and the following documents:
a) Donation document from the donor;
b) Military vehicle origin documents as prescribed in Article 9 of this Circular.
- Registration documents for aid-received military vehicles; non-commercial imports or imports as moving assets (direct imports), include the documents stipulated in Clauses 1, 3 of Article 12 of this Circular and the following documents:
a) Confirmation document from the Ministry of National Defense for aid vehicles;
b) Copy of the sale contract, copy of the financial invoice (if any) for non-commercial imports or imports as moving assets (direct imports);
c) Vehicle origin documents as prescribed in Article 9 of this Circular.
Thus, the registration documents for gifted military vehicles in Vietnam include the following documents:
- Decision from the Chief of General Staff to add to military equipment.
- Military vehicle registration form
- Donation document from the donor
- Military vehicle origin documents
