What are cases of running for candidacy in the Communist Party of Vietnam?
According to Clause 1, Article 9 of the Election Regulation in the Communist Party of Vietnam issued together with Decision 190-QD/TW of 2024, candidacy in the Communist Party of Vietnam is applicable in the following cases:
- Official party members can stand for election at the party member congress of the party organization of which they are a member. Official delegates of the congress can stand for election at the delegates' congress.
- Official party members who are not delegates to the congress can apply to be elected to the party committee of the delegates’ congress from district level and above.
- Members of the Executive Committee standing for election to be elected to the Standing Committee; members of the Standing Committee standing for election to be elected Secretary, Deputy Secretary; if the party committee only elects the Secretary, Deputy Secretary, not the Standing Committee, then a member of the party committee has the right to stand for election to be elected Secretary, Deputy Secretary (except in cases of candidacy, nomination of committee members, standing committee members, members of the Politburo, members of the Secretariat).
- In cases where the party cell congress does not elect a branch committee, official party members have the right to stand for election to be elected Secretary, Deputy Secretary.
- Members of the Central Committee of the Communist Party of Vietnam standing for election to be elected to the Politburo, Secretariat; members of the Politburo standing for election to be elected General Secretary (except in cases of candidacy, nomination of committee members, standing committee members, members of the Politburo, members of the Secretariat).
- Members of the party committee standing for election to be elected to the inspection committee, standing committee members standing for election to be elected chairman of the inspection committee of their party level (except in cases of candidacy, nomination of committee members, standing committee members, members of the Politburo, members of the Secretariat).
- Members of the inspection committee standing for election to be elected vice-chairman of the inspection committee.

2. Election Procedures:
a) Official party members at a party member congress directly stand for election at the congress or submit an application to the presidium of the congress. At the grassroots level delegates' congress, official party members who are not congress delegates but stand for election, must submit their candidacy application to the grassroots party committee.
b) Official delegates at the delegates' congress directly stand for election at the congress or submit an application to the presidium of the congress.

Thus, the election procedures in the Communist Party of Vietnam applied from October 10, 2024, are as follows:
- Official party members at a party member congress directly stand for election at the congress or submit an application to the presidium of the congress. At the grassroots level delegates' congress, official party members who are not congress delegates but stand for election, must submit their candidacy application to the grassroots party committee.
- Official delegates at the delegates' congress directly stand for election at the congress or submit an application to the presidium of the congress.
- Party committee members stand directly at the party committee meeting to be elected to the Standing Committee (Politburo, Secretariat), inspection committee members.
- Members of the inspection committee stand directly at the inspection committee meeting to be elected vice-chairman of the inspection committee.
- Communist Party of Vietnam members who are not congress delegates but stand for election to the party committee from the district level upward, must, at the latest, 15 working days before the opening date of the congress, complete their candidacy application and submit it to the organizing agency of the convening party committee.
The grassroots party committee where the party member operates and resides is responsible for confirming and commenting on the candidate. If verification issues exceed their authority, they should propose that the direct superior party committee reviews and decides.
The organizing agency of the convening party committee is responsible for cooperating with related agencies to check the validity of the application and the status of the candidate.
Who Can Be Considered for Admission to the Communist Party of Vietnam?
According to Article 1 of the Charter of the Communist Party of Vietnam 2011, it is stipulated as follows:
Article 1.
- Members of the Communist Party of Vietnam are revolutionary fighters in the vanguard of the working class, the working people, and the Vietnamese nation, who strive throughout their lives for the purposes and ideals of the Communist Party of Vietnam, placing the interests of the Fatherland, the working class, and the working people above personal interests; strictly adhere to the political platform, the Party Charter, Party resolutions, and state laws; work, complete assigned tasks well; have ethics and a healthy lifestyle; closely associate with the people; obey the organization, discipline of the Party, and maintain unity within the Party.
2. Vietnamese citizens aged eighteen years and older; who acknowledge and voluntarily implement the political platform, the Party Charter, standards and tasks of party members, and operate in a grassroots party organization; who have proven themselves excellent through practice and are trusted by the people, can be considered for admission to the Communist Party of Vietnam.
