What are contents stated in citizen identity cards in Vietnam?
Pursuant to Article 18 of the Law on Citizen Identification in 2014 stipulating contents stated in citizen identity cards as follows:
Contents stated in citizen identity cards
1. A citizen identity card has the following information:
a/ On the front side of a card, there are the national emblem of the Socialist Republic of Vietnam; the words “Cong hoa xa hoi chu nghia Viet Nam, Doc lap - Tu do - Hanh phuc” (The Socialist Republic of Vietnam, Independence - Freedom - Happiness); the words “Can cuoc cong dan” (Citizen identification); photo, citizen identity card number, family name, middle name and first name, birthdate, gender, nationality, native place, place of permanent residence; and expiry date.
b/ On the back side of a card, there is an encoded place for information storage; fingerprints, characteristics for identification of the card holder; date of card issuance; family name, middle name, first name, title and signature of the card issuer, and a seal bearing the national emblem of the card-issuing agency.
2. The Minister of Public Security shall specify the specifications, other languages, form, size and material of citizen identity cards.
As regulations above, a citizen identity card has the following information:
- On the front side of a card:

What are cases of revocation and temporary seizure of citizen identity cards in Vietnam?
Pursuant to Article 28 of the Law on Citizen Identification in 2014, a citizen identity card shall be revoked in case of deprivation or renunciation of Vietnamese nationality or annulment of the decision on naturalization in Vietnam.
A citizen identity card shall be temporarily seized in the following cases:
- A person serving a decision to send him/her to a reformatory, a compulsory educational institution or a compulsory detoxication establishment;
- A person being in custody or temporary detention, or serving an imprisonment sentence.
On the other hand, at the upcoming 6th Session of the 15th National Assembly, it is expected that the National Assembly will consider and pass the amended Law on Citizen Identification as the Standing Committee of the National Assembly has commented on the project. In particular, the draft amended Law on Citizen Identification has clear and detailed regulations on the collection and retention of identity cards.
Specifically, under the draft Law, people who are required to keep their identity cards after the end of the period of temporary detention, pre-trial detention, completion of the prison sentence, completion of the judicial educational measure at the reform school; administrative measures placed in reform schools, compulsory education centers, and compulsory drug rehabilitation centers are returned their identity cards.
In addition, during the time the citizen identity card is seized, citizens are still allowed to use the citizen identity card to transact if they have the permission of the holding agency.
Which authorities shall have competence to revoke and temporarily seize citizen identity cards in Vietnam?
Pursuant to Clause 4 Article 28 of the Law on Citizen Identification in 2014 stipulating as follows:
Revocation and temporary seizure of citizen identity cards
...
4. Competence to revoke and temporarily seize citizen identity cards:
a/ Competent citizen identification management agencies may revoke citizen identity cards in the case specified in Clause 1 of this Article;
b/ Agencies executing custody or temporary detention warrants, agencies executing imprisonment sentences or decisions to send citizens to reformatories, compulsory educational institutions or compulsory detoxication establishments may temporarily seize citizen identity cards in the cases specified in Clause 2 of this Article.
As regulations above, authorities having competence to revoke and temporarily seize citizen identity cards in Vietnam are:
- Competent citizen identification management agencies has the authority to revoke the citizen identity card when a citizen is deprived of Vietnamese citizenship, renounces Vietnamese citizenship, or has the decision to grant Vietnamese citizenship revoked.
- Agencies executing custody or temporary detention warrants has the authority to temporarily hold the citizen identity card in case the citizen is under arrest or pre-trial detention.
- Agencies executing imprisonment sentences has the authority to temporarily hold the identity card in case the citizen is serving a prison sentence.
- Agencies executing decisions to send citizens to reformatories, compulsory educational institutions or compulsory detoxication establishments has the authority to temporarily hold the identity card in case the citizen is under a decision to place in a reform school, compulsory education center, or compulsory drug rehabilitation center.
