What are breakthrough solutions on the Cultural Diplomacy strategy to 2030 in Vietnam?

Pursuant to Subsection 1, Section III, Article 1 of the Decision 2013/QD-TTg in 2021 stipulating breakthrough solutions on the Cultural Diplomacy strategy to 2030 as follows:

1. Breakthrough solutions

a) Strengthen research and policy advice

- Continue to promote research work to assess trends, roles and measures of cultural diplomacy in foreign policies of countries around the world, thereby proposing measures and appropriate cultural diplomacy policy for Vietnam, contributing to the realization of the common goal of foreign affairs and the development of Vietnamese culture.

- Advise on innovation in the focused and focused implementation of cultural diplomacy activities at home and abroad with rich content, diverse, creative and effective forms, suitable to the culture of the host country, object.

- Continue to effectively implement signed international treaties and agreements, research, consult, negotiate and sign new documents related to culture, science, education... in order to attracting domestic and foreign resources, creating a new driving force for the country's sustainable development.

b) Strengthening the coordination and implementation mechanism

- Perfect the coordination mechanism on cultural diplomacy in a systematic, synchronous and interconnected manner on the basis of conformity with the Party's guidelines and guidelines, the State's policies and laws, as well as the national development and international commitments.

- Mobilize the participation of the Government, localities, businesses, mass organizations and the people, according to which:

+ The Government plays the leading role, implementing cultural diplomacy activities at the state, regional and international levels;

+ Ministries, departments, branches and localities shall assume the prime responsibility for organizing cultural diplomacy activities within the framework of their functions and tasks;

+ Corporations and businesses play a key role in investing in the cultural, film, music, martial arts industries, etc. At the same time, strengthen the combination of organizing cultural and art activities during the foreign visits of senior leaders, in people-to-people exchange activities to promote Vietnamese culture to the outside world;

+ People, especially overseas Vietnamese, Vietnamese students, Vietnamese traveling... are encouraged to act as messengers to spread Vietnamese cultural values;

+ The press agencies carry out the task of external propaganda; Social organizations promote the role of bridges in people-to-people exchanges between Vietnam and other countries.

c) Strengthening resources

- Focus on training staff capable of researching and formulating policies on cultural diplomacy, well-trained, knowledgeable about the world situation, cultures of other countries and Vietnamese culture as well as having practical experience in event organization.

- Implement well projects to foster knowledge and skills for diplomats, officials working in foreign affairs at ministries, departments, branches, localities, and people's organizations.

- Continue to bring cultural diplomacy into training in universities specializing in diplomacy and culture in order to build a team of cultural diplomats who are increasingly professional and methodical.

- The State allocates appropriate and appropriate budget resources, and at the same time attracts socialization resources and other legal financial sources. Develop a timely reward and encouragement mechanism for typical and outstanding individuals and groups that have made positive contributions to cultural diplomacy.

d) Linking cultural diplomacy with political diplomacy and economic diplomacy

- Associate cultural diplomacy with political diplomacy and economic diplomacy in order to serve the goals of peace, security, national development and enhance national position and prestige. Specifically: together with political diplomacy to build trust with countries and regions, thereby contributing to "protecting the country from afar and early"; together with economic diplomacy, contribute to attracting investment, tourism, cooperation, creating favorable conditions for the country to develop quickly and sustainably.

- Associate cultural diplomacy with major world trends such as green development, environmental protection, digital transformation, social justice, gender equality... and issues that people and businesses care about. 

dd) Linking cultural diplomacy with localities, people, businesses and Vietnamese compatriots abroad

- Closely link the Cultural Diplomacy Strategy with the socio-economic development plan in each phase of the localities in order to introduce and promote cultural values, potentials and strengths in cooperation, investment, and at the same time expand exchanges and cooperation with local cities around the world.

- Closely coordinate between Party diplomacy, state diplomacy and people's diplomacy in implementing cultural diplomacy activities to serve the people, contribute to comprehensive human development, help improve the capacity to enjoy cultural consumption, creating good opportunities for people in the country to contact and understand more about many cultures around the world.

- Create conditions for overseas Vietnamese to receive information and cultural products from within the country in order to preserve and promote Vietnamese cultural identity and traditions in the host country; continue to organize programs and activities to direct Vietnamese people in other countries to their homeland through sightseeing activities, learning about cultural, historical, and sovereign places of the country.

- Support businesses to introduce their capabilities, strengths, cultural values ​​and shape corporate cultural identity, thereby building trust with international partners; at the same time, linking Vietnamese quality product brands with unique cultural elements of the country.

e) Strengthening information and propaganda work

- Skillfully combine cultural diplomacy and external information, gradually deploying public diplomacy, creating "soft power" for the country.

- Strengthen information and propaganda work in a substantive and effective manner; defining the task of cultural diplomacy is not only to introduce and promote through information transmission but also to spread the noble values ​​of the nation, thereby helping to orient emotions, behaviors, habits and the affectionate attitude of the world's people towards Vietnam.

- Combine various forms of propaganda in a diverse and creative way; take advantage of the fourth industrial revolution in terms of speed, information content, and accessibility to the public; promote the combination with digital diplomacy and public diplomacy.
