What are administrative units in Vietnam?
Pursuant to the provisions of Subsection 1, Section 0101, Part 01, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the concept and method of calculating the number of administrative units as follows:
Concepts and methods of calculation
- Administrative units of the Socialist Republic of Vietnam include:
+ Provinces and cities under central authority (hereinafter referred to as provincial level);
+ Districts, urban districts, townships, provincial cities, cities under central-affiliated cities (hereinafter referred to as district level);
+ Communes, wards and townships (hereinafter referred to as commune level);
+ Special administrative - economic unit.
- Number of administrative units at each level (provincial, district, commune and special administrative-economic units) is the number of administrative units existing up to the time of statistics of each province, district, and communes and the number of special administrative - economic units in the whole country.
- The total number of administrative units at all levels (provincial, district, commune and special administrative - economic units) is the total number of administrative units existing up to the time of statistics at the provincial, district, and district levels. commune level and special administrative - economic units throughout the country.
Therefore, the current administrative units of Vietnam include:
+ Provinces and cities under central authority (hereinafter referred to as provincial level);
+ Districts, urban districts, townships, provincial cities, cities under central-affiliated cities (hereinafter referred to as district level);
+ Communes, wards and townships (hereinafter referred to as commune level);
+ Special administrative - economic unit.
What are types of provincial administrative units in Vietnam?
Pursuant to the provisions of Subsection 1, 2, 3, 4 and 5, Section 0101, Part 01, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the main division, publication period, data sources, agencies responsible for collecting and summarizing as follows:
Main division
- Administrative level: provincial level, district level, commune level (Special administrative - economic unit can be provincial or district level decided by the National Assembly when establishing that special administrative - economic unit) ;
- Rural/urban/island/special administrative-economic unit; mountainous/highland; ethnic minority; safety zones and borders; urban classification.
- Type of provincial administrative unit (Special type, Type I, Type II and Type III).
- Type of district-level administrative units (Type I, Type II and Type III; number of districts, towns, provincial cities; number of cities within cities).
- Type of commune-level administrative units (Types I, II and III; number of communes, wards and townships).

What are regulations on the number of administrative organizations in state agencies in Vietnam?
Pursuant to the provisions of Section 0102, Part 01, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the number of administrative organizations in state agencies in Vietnam as follows:
Number of administrative organizations in state agencies
1. Concept, calculation method
Administrative organization means an organization assigned the function of advising and assisting the head of an agency or organization in performing state management tasks or performing the task of state management in a sector or field or advising on internal management of agencies and organizations and established in accordance with law.
Administrative organizations include:
a) Administrative organizations established under the Prime Minister's decision and directly directed and managed.
b) Administrative organizations of ministries and ministerial-level agencies (hereinafter referred to as ministries) including:
- Offices, inspectors, departments, bureaus, general departments and equivalent organizations within the organizational structure of the ministry;
- Offices, inspectors (if any), departments, bureaus and equivalent organizations within the organizational structure of the General Department and an organization equivalent to the General Department (hereinafter referred to as the General Department);
- Divisions under the organizational structure of offices, inspectors, departments (if any), departments and equivalent organizations under ministries;
- Divisions under the organizational structure of offices, departments and equivalent organizations under the General Department;
- Sub-departments and equivalent organizations within the organizational structure of a department of a department (hereinafter referred to as a branch of a department within a department);
- Sub-departments and equivalent organizations under the organizational structure of the Department under the General Department (hereinafter referred to as the branch under the Department under the General Department);
- Departments and equivalent organizations under the organizational structure of a branch of a department under a ministry;
- Departments and equivalent organizations belong to the organizational structure of a branch of a department under the General Department.
c) Administrative organizations of agencies attached to the Government (if any).
- Administrative organization under the organizational structure of an agency attached to the Government;
- The department belongs to the organizational structure of an administrative organization under a government agency.
d) Administrative organizations in the provinces and centrally run cities (hereinafter referred to as the provincial level), including:
- Specialized agencies under the People's Committees of provinces (hereinafter referred to as departments);
- Offices, inspectors, specialized and professional departments, branches and equivalent organizations within the organizational structure of the department;
- The department belongs to the organizational structure of the branch of the department;
- Other administrative organizations under the People's Committee of the province;
- Offices, divisions, branches and equivalent organizations under the organizational structure of other administrative organizations under the People's Committee of the province.
dd) Administrative organizations in districts, urban districts, towns, provincial cities, cities under central authority (hereinafter referred to as district level for short), including:
- Specialized agencies of district-level People's Committees (hereinafter referred to as district-level offices);
- Other administrative organizations under the district-level People's Committee.
Number of administrative organizations in state agencies is the number of existing organizations at the time of statistics in administrative agencies nationwide.
