Based on Article 4 of Circular 09/2024/TT-BCA, the 17 contents for implementing mass mobilization of the People's Public Security Force in Vietnam are prescribed as follows:

[1] Advise on the promulgation and implementation of State policies and laws, legal normative documents, regulations, rules, programs, and plans regarding mobilizing the People to participate in national security defense and ensure social order and safety.

[2] Propagate, mobilize the People to strictly observe the guidelines, policies of the Communist Party, laws of the State, and ensure security and order. Propagate, mobilize overseas Vietnamese to comply with the regulations of the Government of Vietnam, local authorities, and utilize their capabilities and conditions to engage in political, economic, cultural, and social fields both domestically and internationally; mobilize and solicit the support of the people of other countries, international friends, contributing to the successful implementation of the foreign policies of the Communist Party and the State in the cause of building and defending the Fatherland.

[3] Implement grassroots democracy, promote the People's mastery, facilitate citizens, officials and public employees, and workers to get information, express their will, aspirations, and opinions according to law.

[4] Implement administrative reform, manage residency, apply data on population, identification, and electronic authentication, serving national digital transformation.

[5] Apply information technology, social media utilities in executing mass mobilization by the People's Public Security Forces.

[6] Grasp the People's situation and conduct inspections, detect, handle violations, resolve complaints, denunciations, petitions, and reflections from the People related to ensuring security and order.

[7] Organize obtaining supervisory comments, critiques from the Vietnam Fatherland Front, political-social organizations, and the People in building forces and implementing policies and laws on security and order by the People's Public Security Forces.

[8] Coordinate with agencies, organizations within the political system to perform mass mobilization, build the movement of the entire people to protect national security linked with the implementation of campaigns, patriotic emulation movements.

[9] Mobilize the People to participate, build the movement of the entire people to protect national security; prevent and fight against crimes, legal violations, accidents, and social evils suitable to each locality, field, and object.

[10] Execute the mass mobilization skillful emulation movement by the People's Public Security Forces. Review, assess the quality of models and build, maintain, and replicate skillful mass mobilization models and advanced examples in the movement of the entire people to protect national security.

[11] Participate in building, consolidating, and enhancing the quality of activities of the grassroots political system.

[12] Implement social welfare, charity work, assist the People in preventing, mitigating natural disasters, catastrophes, and epidemics; consolidate, enhance solidarity, build strong bonds between the People's Public Security Forces and the People.

[13] Participate in economic, cultural, and social development, implement national target programs, ethnic, religious, and social policies tied to preserving and promoting national cultural traditions and identities.

[14] Educate officers and soldiers on political, ideological, and revolutionary ethics, responsibility spirit, exemplary conduct, and serve the People. Consolidate, build the force engaged in mass mobilization; reinforce officers and soldiers in mass mobilization, ensure security and order oriented to the grassroots.

[15] Organize training, nurture knowledge on mass mobilization by the People's Public Security Forces.

[16] Inspect, supervise, summarize, commend, and reward the mass mobilization by the People's Public Security Forces.

[17] Research, supplement, and perfect the theoretical basis on mass mobilization by the People's Public Security Forces.

2. Based on the extent of the targeted audience:

a) Broad mobilization involves propagating, explaining, and encouraging the whole population in society through mass media, educational systems;

b) Focused mobilization involves propagating, explaining, and encouraging a large number of People in a specific space, time, location, focusing on one or several specific themes, tasks;

c) Individualized mobilization involves propagating, explaining, and encouraging an individual or specific group of people with distinctive characteristics.
