Way to declare Party membership card in 2022 in Vietnam

In Section 2.2, Part I.2 of the Guidelines 12-HD/BTCTW in 2022, the declaration of Party membership card (form 2- HSDV) is as follows:

After being admitted to the Party, a party member declares a party member vote for the party's organization to manage.

a) Declare the items in the title

- Specify the name of the party committee of the province and equivalent, the district and the equivalent, the grassroots party committee, the divisional party committee and the party branch where the party members are active. If it is a grassroots cell, write the name of the grassroots branch in the line “Party, grassroots cell”, not in the line “cell”.

- Party member's profile number: The party member's profile is managed by the party organization according to the instructions in Section 1, Part II.

- Number of party membership cards: Enter the number of party membership cards in the party cards that have been changed or issued since the implementation of Directive 29-CT/TW dated October 17, 2003 of the Secretariat until now. Party membership card number consists of 8 digits, each digit is recorded in a pre-printed box in the party member card in order from left to right. For example:

 

- Photo of party members: Color photo, portrait style, 3 x 4 cm. The party member in the armed forces is a photo wearing an autumn-winter uniform and a kepi hat.

b) Declare the items in the content section

1. Full name in use: Fill in the correct first name, middle name and first name stated in the people's identity card or citizen's identity card, in capital letters, for example: NGUYEN VAN HUNG.

2. Men and women: If you are a male, write the word " Male", and if you are a female, write the word " Female".

3. Full name of birth: Enter the correct first name, middle name and first name in the birth certificate.

Items: 4 (date of birth), 5 (place of birth), 6 (hometown), 7 (place of residence), 8 (ethnicity), 9 (religion): Enter the corresponding content of the items (5 , 6, 7, 8, 9, 10) in the applicant's CV (stated at point 1.3, section I).

Section 10 (family composition): Enter the class composition of the father or mother or the person who raised them from a young age as prescribed in the land reform in 1954 (in the North) or in the renovation of public, agricultural and commercial sectors. 1976 in the southern provinces and cities from Quang Tri onwards such as: old farmers, poor farmers, middle farmers, rich farmers, landowners, civil servants, public officials, poor people, small traders, small owners, petty bourgeoisie, bourgeois... If family composition is not specified at the above time and now, leave this section blank.

11. Current occupation, specify: Workers, farmers, civil servants, public employees, office workers, soldiers, writers, journalists, business owners; Student, student or unemployed...

12. Date of joining the Party and official date: Enter the date, month and year the branch cell held the admission ceremony to the Party and was recognized as an official member (as in the party member's resume). At the branch: clearly state the name of the branch, grassroots party, district, province or party committee directly under the Central Government.

Person introduced to the Party: Specify the full name, position, and working unit of each person who introduced himself to the Party and where he is currently; If the grassroots union executive committee recommends it, specify the name of the grassroots youth union organization and the immediate superior youth union organization (if the grassroots trade union executive committee introduces it, write the same content).

13. Date of being recruited:

Specify the date, month , year, name and address of the agency or unit recruiting as cadres, civil servants, public employees, workers...

- Participating in the revolution before August 19, 1945: Enter the day, month and year of participating in activities in an organization or a mass led by the Indochinese Communist Party.

- From August 20, 1945 to July 7, 1954: Enter the day, month and year of participation in an agency of the Indochinese Communist Party's organizational system; Vietnam Labor Party; participate in activities in the system of government and mass organizations from the grassroots level upwards; working days in agencies, factories, schools, armed forces .

- From August 1954 to April 30, 1975: Northern provinces (from Vinh Linh, Quang Binh in the first page ): write the date, month and year of being recruited to work at agencies of the organization system of The Vietnam Labor Party, the government, political organizations, agencies, enterprises, schools, armed forces... of the Democratic Republic of Vietnam, receive salaries from the state budget. The southern provinces record the date, month and year of operation in an agency, a government organization, or a mass organization from the grassroots level belonging to the organizational system of the Vietnam Labor Party, the Southern Revolutionary People's Party or of the National Front for the Liberation of South Vietnam; or the date of being assigned by the revolution a clear and continuous task.

- From May 1, 1975: Enter the date, month and year of being recruited to work at agencies under the organizational system of the Vietnam Labor Party and the Communist Party of Vietnam; authorities, political organizations, agencies, enterprises, schools, armed forces of the Socialist Republic of Vietnam.

- For a number of key positions of the Party and local government in communes, wards and townships (after July 1954 in the North and after April 1975 in the South until the date the State promulgates the Ordinance on Cadres, civil servants (February 26, 1998) such as: President, Vice President, Secretary of the People's Committee; Secretary, Deputy Secretary, Standing member of the Party Committee of communes and wards; commune captains and vice captains; the chief political officer, the deputy political officer of the commune; the head and deputy head of the commune's police and security committee) and then recruited into the agency or unit to become an employee, public employee, the date of recruitment shall be counted from days of receiving salary in the state budget.

- From February 26, 1998 to December 31, 2009: Enter the day, month, and year of being recruited as a cadre or civil servant in accordance with the Ordinance on Cadres and Civil Servants.

- From January 1, 2010 onwards: write the date, month and year of being recruited as a cadre or civil servant according to the provisions of the Law on Cadres and Civil Servants.

- From January 1, 2012 onwards: write the date, month and year of being recruited as a public employee according to the provisions of the Law on Public Employees.

14. Date of joining the Ho Chi Minh Communist Youth Union: Enter the day, month, and year of admission to the Ho Chi Minh Communist Youth Union.

15. Day to join other social organizations such as: Trade Union, Farmers' Union, Red Cross, Youth Union, Veteran's Association, Women's Union...

16. Date of enlistment and demobilization: Enter the date of the decision to enlist (to join the army, police or volunteer youth, to do military service or to secure traffic), military rank or the highest position in the army. team, police, youth volunteers. If demobilized, specify the date of service, change of profession, or retirement. If re-enlisting, write in full the date, month and year of demobilization and re-enlistment.

17. Current qualifications: Write as content in item 12 "current qualifications" in the CV of the applicant to join the Party.

18. Health status: Enter your current health status: good, average, poor; Chronic diseases...

- Type of war invalids: Specify the type of wounded soldiers. If they are entitled to the regime of family of martyrs and families with meritorious services to the revolution, mark "X" in the corresponding box.

19. Identity card number (or citizen identification number): Enter the issued identity card number or citizen identification number.

20. If exempted from party work and activities, specify the day, month, year, and time of exemption.

21. Summary of operation and work process:

Specify each period: From month, year to month, year; what profession, what position do you hold in any agency or unit... in chronological order, continuously; If there is a break, the reason must be clearly stated.

22. Professional training and retraining, political theory, foreign languages...:

Specify which school, which major, the period from month, year to month, year. Form of study is formal or in-service...; have been awarded a diploma or graduation certificate, title of diploma or certificate.

23. Commendation: Specify the name, rank of medals and medals awarded by the State (including foreign medals and medals) and the certificate of merit awarded; month and year are given.

24. Party Badge: To be given Party Badge for 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years, then mark x in the corresponding boxes.

25. Titles conferred: Hero of Labor, Hero of the Armed Forces, People's Teacher, People's Artist, Excellent Teacher, People's Doctor..., which year was conferred.

26. Discipline: Specify the form of Party discipline (expulsion, dismissal, warning, reprimand ); administrative discipline (forced resignation, dismissal, warning, reprimand, demotion, salary downgrade...); the name of the agency that decides the discipline, the time to be disciplined, the reason for the discipline. If the disciplinary sentence has been corrected, clearly state the reason, which level issued the decision...

27. Personal history characteristics:

a) Expelled or removed from the list of party members; resign from the Party: Time, reason, at which cell, which party?

b) Re-admitted to the Party: Record as in item 13 above.

c) Reinstated Party membership: Specify the date and year, at which cell or party committee? The reason is restored and the party committee makes a decision.

d) Handled according to law (specify: Prison, probation, community sentence, warning..., which level is decided, by which government, from day, month, year to date).

dd) Did you work in the old regime (which agency, unit, location, title, position, working time...).

28. Foreign relations:

a) Have gone abroad: Which countries, time to go, what to do, which level to send (only record the times of going abroad for 3 months or more).

b) Join or have relations with any political, economic or social organizations in foreign countries (what do they do, which organizations, where are their headquarters located...).

c) Having relatives (father, mother; father, mother-in-law; spouse; children, siblings) abroad (specify: full name, relationship, name of the country, Address...).

29. Family relations:

Specify the full name, year of birth, hometown, occupation, title, position, working unit, current residence (domestic and foreign) of natural parents, parents-in-law (or foster parents) himself since childhood); spouses, siblings and legally registered natural and adopted children.

30. Economic situation of self and family: Enter at the time of declaration.

+ Total household income (in 1 year): Including salary, other sources of self and members living together in an economic household.

+ Housing, residential land, production and business land (clearly stating the origin: houses are allocated, leased, self-purchased, self-constructed, inherited, donated or donated houses; land allocated with use rights, inherited land, transferred land, leased land... total area) of themselves and other members living together in the same household (a member who has moved out to live separately must not declare it). 

+ Economic activities: Specify individual economic, household, cooperative, private enterprise, limited liability company, private joint stock company, farm owner..., number of employees rental action.

+ Assets of great value: Enter the assets of yourself and your household with a value of VND 50 million or more such as cars, ships, boats...

Note : The grassroots committees shall stamp all pages of the party member's resume and party member's card with the wet seal of the party committee; stamp the border on the photo in the party member's resume and the party member card with the wet seal of the committee. After the Party cell organizes the party's admission ceremony, the party member must declare the party member's profile within 30 working days for the party organization to manage.

What is way to declare Party member's background in 2022 in Vietnam?

In Section 2.1, Part I.2 of the Guidelines 12-HD/BTCTW in 2022, specifying way to declare party members' resumes as follows:

After being admitted to the Party, a party member shall declare his/her background to be managed by the party organization.

- The contents from 1 (first and last name in use) to 21 (discipline) are written as guidance on the CV declaration of applicants to the Party; especially for section 22 (family circumstances) the part about brothers, sisters, children and siblings of wife (or husband) only need to write full name, year of birth, place of residence, occupation; the observance of the Party's lines and guidelines, the State's policies and laws; The declarations about grandfathers and grandmothers only recorded people whose political characteristics had a good or bad influence on themselves. For example: Being a Revolutionary Elder, a Hero... or having a crime, being dealt with by the revolution.

- Section 14. Date and place of admission to the Communist Party of Vietnam:

+ Date competent authorities issue admission decisions: Specify the date, month and year the competent level issues the decision on admission to the Party.

+ Date and place of admission to the Party: Specify the date, month, year and place where the admission ceremony to the Party is held (cell, grassroots party committee, district, province or central agency).

+ Date and place of official recognition: Specify the date, month, year and place where it is officially recognized (the branch, grassroots party committee, district, province or central agency).

- Commitment - Sign: Write as item 24 in the CV of the applicant to join the Party.

- Certification of the grassroots committee: There are 2 certification levels:

+ If the Party Committee has verified and concluded the truth, write: "Certification of the comrade's background ... declared at the Party committee, grassroots cell ... is true".

+ If the party committee only matches the resume of the applicant to join the Party or the old resume of the party member finds it correct, write: "Certificate of the comrade's background... according to the applicant's background (or old resume)”.

Write down the date, month, year, position, full name, comrade secretary or deputy secretary, signature and seal of the grassroots party committee.

In case the grassroots party committee does not have a seal, the immediate superior party committee shall certify the signature, clearly state the position, sign and seal.

What is way to declare form of supplementary dossier for party members in 2022 in Vietnam? 

In Section 2.3, Part I.2 of the Guidelines 12-HD/BTCTW in 2022, stipulates how to fill out the supplementary form for party members (Form 3- HSDV) as follows:

a) The items in the title are written as the corresponding contents in the party member's card.

b) Items in the content section: Only write those items whose contents have changed compared to the previous year, the items that have not changed compared to the previous year, write the letter "K". The items with instructions are recorded according to the instructions in the card, the remaining items are written as instructions for declaring the party member's card.

c) Using and managing the form for supplementing the party member's profile:

- The Party Committee and branch shall guide, receive, check and confirm the form for supplementing the party member's profile, record changes in the list of party members of the branch and transfer the card to supplement the party member's profile to the Party. grassroots party committee (if it is a grassroots branch, the branch committee shall certify in the entry of the grassroots party committee).

- The grassroots level committee records changes in the party member's profile and the list of party members of the party, transfers the supplementary card to the party member's profile to the immediate superior party committee.

- The immediate superior committees of grassroots party organizations shall check and receive votes for supplementing party members' profiles; adding changes to party member card, party member profile, party member list and party member database; keep a slip to supplement the party member's profile together with the party member's profile. If the grassroots committee manages the party member's profile, the vote will be transferred to the grassroots party committee.
