Voting by Communist Party card must raise right hand
According to Article 6 of Regulation 29-QD/TW in 2016, regulating the issuance and management of Communist Party membership cards, and the management of party member records, as well as procedures for changing party activities, it is stipulated as follows:
...
e) Use of Communist Party membership cards: Party members use membership cards to vote during party activities and in party congresses at all levels (except in cases of voting by secret ballot).
...
And in Clause 2, Article 3 of Decision 244-QD/TW in 2014, it is stipulated regarding the form of voting as follows:
Voting by hand raising (using the party membership card to vote) is implemented in cases such as:
- Electing the executive bodies, assisting the congress, and conferences (the president's team of the congress, the secretary team, the president of the conference, the delegate qualification verification committee, the vote counting committee...).
- Approving the number and list of candidates.
Based on the above regulations, there is currently no specific rule requiring whether to raise the right hand or the left hand when voting with a party membership card. Therefore, you may use any hand when voting.
