Vietnam: What are the regulations on the transfer of party activities abroad?
Under Section 6.3.3 of Regulation 24-QD/TW of 2021 on the implementation of the charter of the Communist Party of Vietnam, the transfer of party activities abroad is stipulated as follows:
The management, transfer of party activities, and organization of party activities for overseas communist party members shall follow the regulations of the Secretariat and some of the following regulations:
a) Reserve communist party members participating in individual activities abroad, upon the expiration of the reserve period, must make a self-review on their qualifications as communist party members and the performance of their assigned tasks during the period of individual activities; the CPV committee directly managing overseas communist party members will base its decision on the evaluations and assessments of the former CPV committee and the self-review of the party member to consider recognizing them as official communist party members.
b) For locations abroad with special circumstances, where there are not enough 3 official communist party members to establish a CPV cell, it is permissible to form a reserve CPV cell (comprising 3 members or more, including both official and reserve communist party members), with the upper-level CPV committee appointing the CPV cell secretary.
c) The functions and tasks of various types of party cells and the duties of overseas communist party members are executed according to the regulations of the Secretariat and the guidance of the Central Organization .
