What are the newest regulations on the transfer of official party activities in Vietnam?

Under Section 6.3.1 of Regulation 24-QD/TW 2021 on the implementation of the Charter of the Communist Party of Vietnam, the transfer of official party activities in Vietnam is stipulated as follows:

a) Communist party members who are authorized to change jobs to a new unit, retire, lose the ability to work, resign, become veterans, or change their long-term residence must complete the procedures for transfer of official party activities within 60 working days from the effective date of the decision or the change of residence.

b) Communist party members who officially transfer party activities out of the district or provincial CPV committee (and equivalent) must have the district CPV committee (and equivalent) from which the communist party member is transferring be responsible for the introduction procedures for the transfer of party activities. communist party members of the provincial CPV committee's subordinate grassroots CPV committee (and equivalent) who officially transfer party activities will have the provincial CPV committee's organization board (and equivalent) handle the introduction procedures for the transfer of party activities.

c) Within 30 working days from the date of introduction for transfer, the communist party member must present the introduction letter for party activities to the local CPV cell where the transfer is being made to participate in party activities. If the deadline is exceeded, the communist party member or party organization must report specific reasons to the authorized CPV committee for consideration and handling in accordance with the regulations.

d) When officially transferring party activities for communist party members, the CPV committee where the communist party member is currently active and working will complete the necessary procedures, seal the documents, and hand them directly to the communist party member to report to the party organization for the introduction and acceptance of party activities according to the guidance of the Central Organization Committee.

dd) In cases where a communist party member is under inspection or audit or has pending complaints or accusations, the transfer of official party activities will be delayed.
