Vietnam: Is it mandatory to register for military service when turning 17 years old, or is a call for conscription required?
Article 30 of the Law on Military Service 2015 stipulates:
Vietnamese citizens turning to 18 years old in Vietnam shall be conscripted into the army. Age subject to conscription is from 18 to under 26 years old. A citizen who enters university or college and postpones the conscription shall be subject to conscription until he/she turns to 28 years old.
Thus, according to this regulation, citizens who are 18 years old are eligible for conscription. Here, since you are 17 years old, you do not meet the age requirement yet.
When you turn 18, you can choose to voluntarily apply for participation or participate if you receive a call for conscription according to Vietnamese regulations.
