University Students of Police Academy Who Graduate with Excellence Will Be Commissioned as Second Lieutenant?
Clause 1, Article 22 of the 2018 People's Public Security Law stipulates:
- Subjects for conferring rank:
a) Students receiving living expenses at the People's Public Security schools, upon graduation, are conferred the following ranks:
University: Junior Lieutenant;
Intermediate: Sergeant;
Students who graduate with distinguished honors are conferred a rank one level higher;

Based on the above regulations, it can be seen that university students at People's Public Security schools who graduate with distinguished honors will be conferred a rank higher by one level, meaning higher than Junior Lieutenant rank is Lieutenant. Those who graduate with high honors are only conferred Junior Lieutenant rank.
Thus, university students at People's Public Security schools who graduate with distinguished honors will be conferred the rank of Lieutenant.
