Article 1, Clause 5 of the Amended 2008 Law on Officers of the Vietnam People's Army stipulates the criteria for commissioning officers on active duty, according to which:
Graduates of officer training programs on active duty are commissioned with the rank of Second Lieutenant; those who graduate with excellent or good grades from specialized training programs or who have demonstrated outstanding achievements in their work are commissioned with the rank of First Lieutenant. In special cases, higher ranks may be commissioned as determined by the Minister of National Defense.
Therefore, there are 02 cases where graduates of officer training programs on active duty with good grades are commissioned with the rank of First Lieutenant: graduates from specialized training programs or those with outstanding achievements in their work.
